About this opportunity

The U.S. Geological Survey's Columbia Environmental Research Center is conducting market research to identify qualified sources for procuring one Agilent Technologies 8890 Gas Chromatography Triple Quadrupole Mass Spectrometer system to expand analytical capabilities for measuring low-level toxic concentrations of organic chemicals in environmental samples. The system must include specific components including a gas chromatograph with Cool-On-Column and Multi-Mode inlets, automatic liquid sampler with minimum 50-vial capacity, and a mass spectrometer capable of attogram-level detection limits with at least 800 MRM transitions per second and mass range of 10-1050. Additional requirements include instrument control and data analysis software, EPA-approved method compatibility, installation and familiarization services, a 3-year extended service contract with annual preventative maintenance, and a ten-year parts and service guarantee. Interested parties must respond by July 3, 2025, at 2:00 PM Mountain Time, providing details on their ability to meet specifications, business classification including any small disadvantaged status, and relevant experience with completed projects. The solicitation operates under NAICS code 334516 with a size standard of 1,000 employees, and responses should be submitted via email to Mindie Dixon at mdixon@usgs.gov.

This sources sought notice does not include any set-aside designations, though small businesses including Section 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses are highly encouraged to participate. No incumbent contractors or current service providers are identified in the notice. The procurement involves acquiring one complete gas chromatography mass spectrometer system, with no budget range or estimated contract value disclosed in the documentation. The timeline includes the current sources sought period ending July 3, 2025, followed by potential future solicitation development, though no specific dates are provided for subsequent procurement phases. The system specifications indicate a sophisticated analytical instrument package designed for environmental testing applications, with comprehensive service and support requirements extending up to ten years post-installation.
