About this opportunity
The Department of Homeland Security Customs and Border Protection (CBP) issued a Limited/Sole Source Justification Notice for the procurement of four Agilent Gas Chromatograph/Mass Spectrometer (GC-MS) instruments, specifically Agilent Technologies 8890 GC/MS 5977C models with MassHunter and ChemStation software. The justification is based on the determination that only Agilent Technologies can provide the unique and highly specialized instruments required at the necessary quality level, as these systems are critical for maintaining compatibility with existing laboratory infrastructure across approximately 20 small Forward Operation Laboratories and multiple field laboratories nationwide. The procurement supports CBP's Laboratories and Scientific Services division in analyzing samples of suspected controlled substances for law enforcement purposes, replacing end-of-life equipment and adding capabilities to newly established laboratories. The contract was awarded on September 26, 2025, using GSA Federal Supply Schedule contract GS-07F-0564X for an estimated total cost of $460,132.20. The notice was published in accordance with FAR requirements for orders exceeding the simplified acquisition threshold and will remain posted for 30 days to ensure transparency in the sole source procurement process.
