About this opportunity
The Mission and Installation Contracting Command at Fort Gordon, Georgia has issued a Special Notice announcing its intent to award a sole-source contract to Agilent Technologies for preventive maintenance and service repair of government-owned Agilent laboratory instruments. The contract falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) and will be procured using Simplified Acquisition Procedures under FAR Part 13 and Commercial procedures under FAR Part 12. The Army intends to negotiate directly with Agilent Technologies located in Wilmington, Delaware, citing 10 USC 2304(c)(1) as the authority for non-competitive award based on "Only one responsible Source." The notice was posted on August 22, 2025, with a response deadline of August 26, 2025. This is explicitly not a request for competitive proposals and no solicitation will be issued.
The primary objective is to secure Crosslab Bronze and Silver service plans that include comprehensive maintenance, repair services, parts replacement, consumables, and technical support for Agilent instruments. The service requirements include dispatch of qualified Agilent field service engineers to equipment locations, detailed service reports with quality assurance certification within two weeks of each visit, and annual preventative maintenance under the Silver plan that covers all manufacturer-specified maintenance requirements. Contractors interested in challenging this sole-source approach must provide clear and convincing evidence that competition would be advantageous to the Government by the August 26 deadline. The contract scope encompasses all costs associated with parts, labor, consumables, repairs, and access to Agilent's technical support services. Only concerns that can demonstrate the ability to provide equivalent services and support for Agilent's proprietary instruments would be eligible to contest this procurement approach.
