Delay Notice and Q&A Publication


 


Due to fiscal year end and other time sensitive actions taking precedence over the Agile Acquisition IDIQ, the tentative date for issuance of the Draft RFP and RFP will be delayed by a few weeks. In effort to keep industry abreast of the changing timelines, updates will be provided through the FBO.gov notice on as new information is available.


In the meantime, a copy of the second set of questions and answers is attached adding clarifications and upcoming changes to the Draft RFP.

Advanced Notice for the Agile Acquisition IDIQ Industry Day


 


An Industry Day is planned to be held in 28 July 2014 at the Eglin conference center (Building 16) on Eglin AFB, FL. 


The Industry day will cover topics such as the Statement of Work (SOW) to include disciplines, Contract terms and conditions, and sections L&M.

Agile Acquisition IDIQ Industry Days


 


Industry Days are planned to be held 28-29 July 2014 at the Eglin conference center (Building 16) on Eglin AFB, FL. 


The Industry days will cover topics such as the Statement of Work (SOW) including disciplines, Labor Category Descriptions (used for pricing purposes), and sections L&M.


To participate at the Agile Acquisition Industry Days, vendors are required to provide a completed affidavit (Attachment 7) for each individual requiring access to the base and indicate the desire for  a one on one (1 on1) meeting (if desired). Eglin AFB's Security Forces requires a minimum of 3 business days to process an affidavit once the government point of contact submits it.  To be on the safe side, please submit your completed affidavit to the points of contact no later than 22 July 2014 at 13:00 CST. Directions to the conference center are attached as well.


Vendors are encouraged to provide input on the SOW and sections L&M during the Industry Days and/or in a written format (see below) before 13 August 2014 at 13:00 CST.


Responses shall be limited to 15 standard letter (8.5X11) pages and must include:


•·         Relevant Experience/Capability statement. Sources will explain capabilities their organization has to offer in rapid development and fielding of products/studies/demonstration as it applies to or could be applied to weapons systems.  The critical information sought is the applicability or potential applicability of the sources' capabilities to rapid development, not the historical accomplishments of the source.  If applicable, include description of specialized areas of expertise such as concept development, production, design, engineering, modeling and simulation, manufacturing or testing and evaluation.  Additionally, sources should consider all phases of product development and describe their capabilities as they apply to any or all phases of rapid development.


          All interested sources are encouraged to submit a response to this announcement.  Lack of experience in the weapons development arena is not a detractor, if the interested source has capabilities and can articulate their relevance to rapid development and deployment of products.

TITLE: Agile Acquisition Indefinite Delivery/Indefinite Quantity (IDIQ) contract


 


Date: 10 July 14


 


1           This posting is issued to create a conduit between AFLCMC/PZJ and industry to communicate on an upcoming contract vehicle for, but not limited to, quick reaction, testing, developing, prototyping, and limited production runs.


 


2           This Notice is issued in accordance with the Federal Acquisition Regulation (FAR) clause 52.215-3 (Request for Information or Solicitation for Planning Purposes - Oct 1997) and is published to obtain information and industry input for use by the Air Force Lifecycle Management Center (AFLCMC).


 


3           This notice is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation; it is only intended for information or planning purposes. There is no bid package or solicitation document associated with this announcement. Response to this notice is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. Any requests for a solicitation package will be disregarded. The government does not intend to award a contract on the basis of this Notice or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will arise as a result of preparing submissions in response to this Notice and the government's use of such information. Submittals will not be returned to the sender. Respondents to this Notice may be asked to provide additional information/details based on their initial submittals. The information requested will be used within the Air Force and may be disclosed outside of the agency. All information marked PROPRIETARY will be safeguarded in accordance with applicable Government regulations.


 


4           The AFLCMC/PZJ is seeking information from sources that may possess the ability to rapidly develop and apply unique solutions to air delivered weapons systems requirements, studies and demonstrations.  Information is sought to broaden the knowledge base of potential rapid response capabilities available as they apply to all areas and phases of weapons development to include weapons concepts, concept development, and concept demonstrations and weapons system procurement to quickly meet current and future weapons system requirements.


5           The scope of this contract will not include any aspects of Assistance and Advisory Support (A&AS)


 


6           Estimated magnitude of the potential requirement is $490M over a 5 year period, with a primary NAICS 332993, FSC AC53.


 


7           Security Information:  Range from Confidential to Top Secret.
