Industry Day Objectives

• Convey government requirements and contract specifications

• Facilitate open flow of discussion for contract clarifications, enhancements and improvements

• Solicit feedback on preliminary documents and RFP Sections L&M

• Identify a pool of qualified LB/SB vendors

AA ID/IQ Contract Overview

• This AA ID/IQ is a contracting vehicle, not an independent program of record

• Provides rapid execution capability

• Supports short-term efforts to satisfy warfighter needs

• Caters to three primary customers Armament Directorate (AFLCMC/EB) Armament Systems Directorate (AFLCMC/XZW) Special Operations Command (SOCOM Det 1)

• Does not include A&AS

• Multiple award IDIQ effort Currently anticipate 20 awards—depending on quality and quantity of proposals o Anticipate 5-6 small businesses

Offeror must provide a relevant and successful example of utilizing their guidance/procedures to produce an outcome in each of the criteria listed in Subfactor A

FACTOR II: Representative Labor Effort (PRICE)

1. Program Management Offeror must demonstrate the ability to execute the following program management functions:

– Plan, estimate, budget, finance, manage cost, allocate resources, meet timelines, make trade-offs, implement subcontract management and a quality management system, and conduct risk management for individual projects to be complete within established schedule and budget.

2. Trade Space and Capabilities Studies Offeror must demonstrate the ability to perform capabilities studies to include:

Defining the problem Developing the analysis plan Gathering & reviewing data Constructing/populating models Hypothesis testing

3. Design and Engineering Development Offeror must demonstrate the ability to perform the following functions:

a. Design approaches

b. Validate analytical models

c. Quantify contract technical performance and manufacturing quality

d. Measure progress in a system engineering design and development

e. Minimize technical risks

f. Predict integrated system operational performance

(effectiveness and suitability) in the intended environment

g. Identify system problems (or deficiencies) to allow for early and timely resolution

4. Demonstrations and Tests Offeror must demonstrate the ability to provide essential information to decision-makers, assess attainment of technical performance parameters, and determine whether or not systems are operationally effective, suitable, survivable, and safe for intended use.

5. Hardware and Software Modification Offeror must demonstrate the ability to ensure compatibility, interoperability, and integration of all interfaces between the system and its operating environment, including electrical/electronic and mechanical hardware design and software development.

6.Fabrication and Manufacturing Offeror must demonstrate the ability to:

a.Fabricate complex systems and ensure proper manufacturing planning b.Ensure that the system design will lead to an efficient and economical quantity

c. Track and assess the status of the program to determine if schedule, cost, and quality standards are being met d.Conduct assessments and reviews of the manufacturing effort

7. Logistics Offeror must demonstrate the ability to:

a. Provide sustaining/system engineering for an in-service system in its operational environment(to ensure continued operations and maintenance of the system with managed risk)

b. Decide what is needed to integrate the logistics-related readiness, combat capability, systems commonality, and supportability design parameters into system and equipment design

c. Determine need for, acquire, catalog, receive, store, transfer, issue, package/preserve, handle, store, transport, and disposal/demilitarization of spares, repair parts, supplies, support equipment, and other materials

Measure of Merit for Subfactor A

Program Management: Offeror employs standard and relevant guidance, documents, and products (such as earned value management reports, work breakdown structure [WBS], cost/budget estimates, Integrated Master Schedules [IMSs], milestone charts, monthly acquisition reports, system engineering master plan [SEMP], final reports, preferred supplier agreements, non-disclosure agreements, contracts, acceptance procedures, risk matrices, risk mitigation plans, etc.) which deliver valid, useful measures of merit that provides the Government with insight into the contractor’s cost, schedule and performance progress.

Trade Space and Capabilities Studies: Offeror employs standard and relevant guidance, documents, and products (such as analysis plans, cost-capability curves, monthly status/progress reports, final reports, etc.)

which deliver valid, useful measures of merit that provides the Government with insight into the study option’s cost implications, schedule impacts and predicted system performance.

Design and Engineering Development: Offeror employs standard and relevant guidance, documents, and products (such as SEMP, work plan/schedule, drawing packages, System Requirements Review (SRR)/ System Design Review (SDR)/Preliminary Design Review (PDR)/ Critical Design Review (CDR) progress reviews [functional allocation matrices, timeline analyses, out briefs, reports, minutes, etc.]) which deliver valid, useful measures of merit that provides the Government with insight into the contractor’s cost, schedule and performance progress.

Demonstration and Tests: Offeror employs standard and relevant guidance, documents, and products (such as test plans, test reports, data analysis plans, test run cards, etc.) which deliver valid, useful measures of merit that provides the Government with insight into the contractor’s cost progress, schedule and performance.

Measure of Merit for Subfactor A (cont.)

Hardware and Software Modification: Offeror employs standard and relevant guidance, documents and products (such as interface control documents [ICDs], work plans/schedule, drawing packages, Preliminary Design Review (PDR)/Critical Design Review (CDR) progress reviews [out briefs, reports, minutes], etc.)

which deliver valid, useful measures of merit that provides the Government with insight into the contractor’s cost progress, schedule and performance.

Fabrication and Manufacturing: Offeror employs standard and relevant guidance, documents and products (such as manufacturing readiness assessments [MRAs], manufacturability studies, assembly plans/instructions, plant layouts, quality control plans, manufacturing plans, progress reports, producibility analyses, production reports, etc.) which deliver valid, useful measures of merit that provides the Government with insight into the contractor’s cost, schedule and performance progress.

Logistics: Offeror employs standard and relevant guidance, documents and products (such as a Life Cycle Sustainment Plan, source of repair assignment process [SORAP] report, obsolescence studies, plans, monthly status/progress reports, analyses, requirements, study reports, built-in-test [BIT] requirements analyses, maintenance plans, maintenance and inspection schedules, technical orders [TOs], etc.) which deliver valid, useful measures of merit providing the Government with insight into the contractor’s cost progress, schedule and performance.

Offeror must provide a relevant and successful example of utilizing their guidance/procedures to produce an outcome in each of the criteria listed in Subfactor A
