About this opportunity
The U.S. Food and Drug Administration's Office of Criminal Investigations is procuring an Aggregate Web-Based Database subscription service through this Request for Quote (RFQ). The solicitation seeks a secure, web-based platform capable of aggregating public, commercial, and law enforcement records from federal, state, and local jurisdictions to support criminal investigations. The solution must provide comprehensive search capabilities including person searches (name, SSN, address, phone, email, social media, credit headers, driver's license, voter registration, professional licenses, and sexual offender registry), business searches (corporate filings, UCC filings, property records, bankruptcy, and judgments), vehicle and aviation searches (motor vehicle registration, FAA aircraft, and pilot certifications), and criminal records access with results delivery within five minutes. The Government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) criterion, with past performance information from the Past Performance Information Retrieval System (PPIRS) serving as a critical evaluation factor that may result in disqualification for negative ratings. All quotes must be submitted by March 9, 2026 at 12:00 p.m. Eastern Time via email to Contract Specialist Jordan Neal (jordan.neal@hhs.gov) with a copy to Contracting Officer Julie Rodriguez (Julie.rodriguez@hhs.gov).
This acquisition is designated as a Total Small Business set-aside utilizing FAR Part 12 commercial procedures on a "Brand Name or Equal" basis, specifically referencing Lexis-Nexis Accurint Web-Based Database as the reference solution. The contract is structured as a Firm Fixed-Price Task Order for 20 concurrent user licenses with a base period of one year (March 16, 2026 through February 28, 2027) and four optional one-year extensions extending through February 28, 2031. Specific pricing information is marked as "TBD" in the solicitation document, and offerors must provide pricing valid for 90 days along with warranty terms and company information including TIN, UEI, CAGE code, and business size designation. The place of performance is Derwood, Maryland 20855. Quotations must include comprehensive cover letters and demonstrate the technical capability to meet all specified database access and reporting requirements.
