About this file

This is a Request for Quotation (RFQ) for an Aggregate Web-Based Database subscription service to support the U.S. Food and Drug Administration's Office of Criminal Investigations (FDA/OCI). The Government is seeking a secure, web-based platform that aggregates public, commercial, and law enforcement records from federal, state, and local jurisdictions to support criminal investigations. The RFQ is issued on a "Brand Name or Equal" basis, specifically referencing Lexis-Nexis Accurint Web-Based Database or an equivalent solution. The solicitation is a small business set-aside utilizing FAR Part 12 commercial procedures, with quotes due by March 9, 2026 at 12:00 p.m. Eastern Time, submitted via email to jordan.neal@hhs.gov and copying Julie.rodriguez@hhs.gov.

The contract is structured as a Firm Fixed-Price Task Order for 20 concurrent user licenses, with a base period of one year (March 16, 2026 – February 28, 2027) and four optional one-year extensions through February 28, 2031. Required capabilities include secure HTTPS web-based access with cloaked queries; comprehensive person searches (name, SSN, address, phone, email, social media, credit headers, driver's license, voter registration, professional licenses, sexual offender registry); business searches (corporate filings, UCC filings, property records, bankruptcy, judgments); vehicle and aviation searches (motor vehicle registration, FAA aircraft, pilot certifications); criminal records access; and advanced reporting features with results delivery within five minutes. The Government will award to the Lowest Price Technically Acceptable (LPTA) quote, rejecting any quotes deemed technically unacceptable. Pricing is marked as "TBD" in the document. Award evaluation will consider past performance in the Past Performance Information Retrieval System (PPIRS), with negative past performance potentially resulting in disqualification regardless of technical compliance. Quotes must include cover letters with TIN, UEI, CAGE code, business size designation, point of contact information, warranty terms, and pricing valid for 90 days.

1.0 Introduction/Overview

Aggregate Web-Based Database

1.1 Background

The U.S. Food and Drug Administration (FDA), Office of Criminal Investigations (OCI), serves as the agency’s law enforcement arm responsible for investigating suspected criminal violations of the Federal Food, Drug, and Cosmetic Act, the Federal Anti-Tampering Act, and other related federal statutes. OCI’s Investigative Analysis Branch (IAB) supports these criminal investigations by researching, validating, and corroborating information obtained during investigative activities. To effectively carry out this mission, IAB relies on timely access to reliable public, commercial, and law enforcement data sources spanning federal, state, and local jurisdictions nationwide.

Given the increasing complexity and scope of criminal investigations, OCI requires a centralized, secure, web-based solution that aggregates disparate data sources into a unified platform. Access to comprehensive person, business, asset, vehicle, licensing, and court record information is critical to identifying subjects, establishing associations, analyzing patterns, and developing actionable investigative leads.

1.2 Purpose

The purpose of this requirement is to obtain a secure, web-based subscription service that provides FDA/OCI authorized users with aggregated access to public, commercial, and law enforcement records through a unified search platform. The system must support advanced investigative search capabilities, ensure secure and confidential query processing, and provide comprehensive reporting features necessary to support OCI’s criminal investigative and enforcement activities.

This RFQ is for Lexis-Nexis Accurint Web-Based Database OR Equal (FAR 52.211-6). The purchase description reflects the characteristics and level of quality that will satisfy the Government’s needs. A proper invoice is an "Original" which must include the items listed in subdivisions 1 through 12, below, in addition to the requirements of FAR 32.9. If the invoice does not comply with these requirements, the Contractor will be notified of the defect within 7 days after the date the designated billing office received the invoice (3 days for meat, meat food products, or fish, and 5 days for perishable agricultural commodities, dairy products, edible fats, or oils) with a statement of the reasons why it is not a proper invoice. (See exceptions under II., below.) Untimely notification will be considered in the computation of any interest penalty owed the Contractor.

9. Identify that payment is to be made using a three-way match.

10. Description of supplies/services that match the description on the award, by line billed.*

11. Freight or delivery charge must be billed as shown on the award. If it is included in the item price do not bill it separately. If identified in the award as a separate line item, it must be billed separately.

11.0 QUOTE SUBMISSION / EVALUATION

GENERAL INSTRUCTIONS

This Request for Quotation (RFQ) does not commit the Government to pay any cost for the preparation and submission of a quote. In addition, the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with this proposed acquisition. By submitting a quote in response to this solicitation, it is understood that your firm’s quote shall become a part of the official contract file. The Government is not responsible for locating or securing any information which the Quoter does not include or identify in their quotation.

This RFQ is for Lexis-Nexis Accurint Web-Based Database OR EQUAL.

If “Or Equal” items are proposed (see section 1.3 Statement of Work/Salient Characteristics), the Vendor shall provide product specifications for those items proposed. All web-portal resources proposed (whether brand name listed or “Or Equal” items proposed) must satisfy the functional requirements/salient characteristics set forth in the “Items Required” section, above. If a vendor proposes an “Or Equal” product, the vendor must demonstrate that the “or equal” solution will provide the same tools and information required by OCI IAB’s end users as specified in the above scope of work.

QUOTATION SUBMISSIONS

Quotations submitted in response to this solicitation must be submitted via e-mail to jordan.neal@hhs.gov, copying Julie.rodriguez@hhs.gov.

It’s the Quoter’s responsibility to read the RFQ and all related documents carefully. All quotations shall provide enough information for the Government to conduct a thorough evaluation of the quotes provided, and the quoter’s ability to fulfill the stated needs within this RFQ. Additionally, it is the Quoter’s responsibility to ensure/verify the Government receives its submission on or before the date and time specified above.

The Government reserves the right to not accept any late quotes, any quote that does not provide items/services requested, or quotes that do not conform to the requirements of the RFQ. Please do not wait until the deadline to submit your quotation. Quotes submitted by any other means other than e-mail will not be accepted.

At a minimum, all quotes must include the following:

1. Cover letter including:

a. RFQ Number

b. Federal Tax Identification Number (TIN);

c. Unique Entity Identifier (UEI);

d. Cage Code;

e. Business size and designation

f. Point of Contact Information for individuals authorized to commit on behalf of their organization. Including name, address, and telephone number of the offeror;

g. "Remit to" address, if different than the mailing address;

2. Acknowledgement of any Solicitation Amendments

3. Terms of any Express Warranty

4. Pricing and discount terms. Include a statement to the effect that pricing is firm for a period of at least 90 days from the submission deadline.

BASIS FOR AWARD AND EVALUATION

An award will be made to the firm that submits the Lowest Price Technically Acceptable (LPTA) quote that is technically acceptable in accordance with the required need outlined in Section 1.0 – 1.3. Quotes that are not technically acceptable will not be considered for award. An award will be made on an all or none basis. The Government reserves the right to assess the lowest priced quote only. If the lowest priced quote is found to be technically unacceptable, the Government will then assess the second lowest priced quote and continue this process until an award can be made.

The Government intends to evaluate quotations and make an award without conducting exchanges or discussions. Quotes which merely offer to conduct services in accordance with the requirements of the Government's scope of work will not be eligible for award. Therefore, the Quoter’s initial quote should contain the best terms from a price and technical standpoint.

The Government reserves the right to request revisions that seek additional price discounts, revisions to the technical quote, or clarifications for aspects of the quote from only one or a select number of Quoters, if doing so would be in the public’s interest. If the Government seeks revisions or clarifications, the Government will provide a reasonable deadline for submission of those revisions/clarifications based on the complexity of the request. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

EVALUATION CRITERIA

FDA is purchasing this software on a “Brand Name or Equal” basis and the salient characteristics have been provided. To be considered an “equal” solution, any alternative solution proposed must satisfy all of the above salient functional characteristics. All proposed responses must address and meet the salient functional characteristics outlined in this requirements document. In addition, any proposed solutions must currently offer the salient characteristics outlined in the requirements document. The solution must be pre-existing and non-developmental.

The award will be made to the lowest price vendor that meets the salient functional characteristics detailed in the requirements document. Failure to meet any requirement may result in a rating of technically unacceptable. In addition to meeting the salient characteristics the FDA reserves the right to review past performance detailed in the Past Performance Information Retrieval System (PPIRS) to evaluate performance risk. Failure to meet the salient characteristics will result in a rating of technically unacceptable. History of negative past performance will result in possible disqualification from award – regardless of meeting the salient characteristics. If a vendor has no record of performance, the absence of a record of performance will not be held against a vendor.
