About this opportunity
The Department of the Air Force, Air Education and Training Command has published a Special Notice to solicit a sole-source, firm-fixed-price contract for internet circuit services from Lumen Technologies. The requirement is for two 100 Mbps internet circuits, one each at Lackland AFB and Randolph AFB, as well as a 1 Gbps point-to-point data circuit between the two sites. The contract will be awarded under FAR Parts 12 and 13, utilizing simplified acquisition procedures.
The purpose of this sole-source procurement is to maintain continuity of critical applications and services that rely on the incumbent internet circuits, including Defense Lodging Systems, NAF Payroll, NAF HR and Financials, Library systems, and Workman's compensation. Transitioning these services to a new provider could result in up to $3 million in daily losses. The proposed period of performance is from October 24, 2024 through February 21, 2025. Lumen Technologies is the sole eligible contractor due to their ownership of the IP address space currently in use, and the government has determined that a competitive procurement is not in its best interest.
Notice text

The action will be executed under Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures. The mission requires an Internet circuit for each site: Lackland AFB (LAK) and Randolph AFB (RND). In addition, there is a requirement for a point-to-point data circuit between the two sites for data replication and network extension.
For the 2 Internet Circuits, the contractor shall provide a Minimum Bandwidth of:
100 Mbps at LAK
100 Mbps at RND
Period of performance: 24 October 2024 through 21 February 2025
The proposed action is for the required service which the Government intends to solicit from one source under the authority of FAR 13.106-1(b)(1). This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
