About this file
This document is a Single Source Justification for a sole-source contract to provide Internet circuit services to the Department of the Air Force, Air Education and Training Command.
The requirement is for three Internet circuits: two 50 Mbps circuits and one 1 Gbps circuit. Lumen Technologies is the incumbent provider and the sole-source contractor due to their ownership of the IP address space currently in use by the agency. The transition of the IP address space to a new provider would involve complex coordination and configuration changes that could result in significant service disruptions. The justification cites the criticality of several applications that rely on the Internet circuits, including Defense Lodging Systems, NAF Payroll, NAF HR and Financials, Library systems, and Workman's compensation. The disruption of these services could result in up to $3 million in daily losses. The period of performance is from October 24, 2024 through February 21, 2025.

This ownership is a critical factor because the transition involves moving our DNS IP address space from to Only has the authority and capability to manage the current IP addresses, making them the sole provider capable of performing this service. The transition of DNS IP address space is a time-sensitive operation that requires careful coordination and execution. Any delays or errors in this process could result in significant downtime and disruption to our services.
Extending the contract with Lumen ensures that we have the necessary time to complete the transition without compromising the reliability and availability of our services. Not extending the contract with will jeopardize several critical applications, including:
- Defense Lodging Systems: Essential for managing lodging services for Navy, Army and Air Force military personnel (CONUS and OCONUS)
- NAF Payroll: Supports payroll for over 26,000 Non-Appropriated Fund (NAF) employees.
- NAF HR and Financials: Manages all HR and financial operations for all active and retired NAF employees.
- Library systems: allowing librarians on all Air Force installations the ability to purchase books, magazines and any other material required to maintain library services.
- Workman's compensation: the application provides benefits to NAF employees who are injured or become ill while working.
The disruption of these services could result in nearly a $3 million dollar loss per day, significantly impacting operational efficiency and financial stability.
This requirement was not solicited to other vendors and due to owning the external IP address, no other competitor would have the ability to control this capability.
will obtain its own IP address space through the American Registry for Internet Numbers (ARIN) to ensure full control over our IP addresses. This ownership will allow us to retain our IP addresses even if services are moved to another vendor. However, it is important to note that this measure will not prevent other vendors from experiencing delays in delivering circuits in a timely manner.
