About this opportunity

NASA seeks acquisition of commercial office space in Washington, DC—either purchase or lease—with proposals due September 11, 2026. This is an Announcement for Proposals (AFP) under NASA's independent leasing authority, not a competitive sealed bid.

Place of performance is Washington, DC. NASA requires a minimum of 450,000 rentable square feet in a contiguous building with exclusive NASA use of lobby, common areas, elevator banks, loading docks, and access points. The facility must accommodate approximately 750 employees (minimum 50% offices) and include a 5,000 RSF column-free auditorium seating 250+ occupants, 10,000+ RSF of public-facing exhibition space on ground level or below grade, conference and meeting centers, approximately 5,000 RSF of SCIF space with nine-foot minimum finished ceiling height built to ICD 705 specifications, a commercial loading dock, 200 below-grade parking spaces, and Federal Protective Service Facility Security Level III compliance. The building must be located within a half-mile walking distance to Orange, Blue, Silver, Red, Green, or Yellow Metro lines and employee services. Occupancy is required prior to August 2028, when NASA's current lease expires.

Four acquisition options are available: purchase as-is with immediate occupancy; operating lease with turnkey buildout by June 1, 2028; purchase with full turnkey buildout by June 1, 2028; or as-is lease with occupancy within 30 days of execution. For lease options, full-service base rent cannot exceed $50.00 per rentable square foot, must qualify as an operating lease under OMB Circular A-11, Appendix B, and include all operating expenses (subject to CPI-U escalation), real estate taxes, and maintenance. NASA will terminate any lease with 180 days' written notice tied to appropriations availability; purchase options carry no termination provisions. Brokerage commissions are 2.0% of purchase price and 2.59% of full-service rent payable to JLL, NASA's broker. Offerors must propose pricing for at least one option but are not required to bid all four.

Offerors must submit ownership evidence, authorization to represent ownership, legal property descriptions, floorplans in AutoCAD format, construction schedules, environmental and historic site information, SAM registration, and evidence of funds for turnkey improvements. Evaluation criteria are location, physical space compliance, timing, and pricing assessed through net present value analysis. The Real Estate Contracting Officer is Darlene Eltringham. Most recent updates as of September 10 include supplemental guidance document and additional Q&A responses.
