About this opportunity
NASA's Stennis Space Center is soliciting proposals to lease approximately 1,465 acres of non-excess, underutilized, undeveloped land located in its fee area. The Announcement for Proposals (AFP) seeks United States commercial providers or U.S. persons interested in a long-term land lease with potential terms ranging from 30 to 50 years. NASA's primary objectives include increasing commercial access to space, enhancing U.S. commercial competitiveness in aerospace and information technology industries, and diversifying operations at the space center. Proposers must submit comprehensive proposals by May 2, 2025, addressing four key evaluation factors: Fair Market Value (FMV) Annual Rent Proposed, Financial Capability/Viability, Technical Approach, and Impact to the Local Economy. The Q&A period for potential offerors closes on April 14, 2025, providing an opportunity for interested parties to seek clarification about the solicitation.
The solicitation does not include any specific set-aside designations and covers land parcels with varying rental rates ranging from $180.25 to $3,424.75 per acre in base rent. The place of performance is located in Bay St. Louis, Mississippi, specifically within the NASA Stennis Space Center's 13,500-acre fee area. Potential lessees will be required to carry commercial general liability insurance of $5 million per occurrence and must return the property to its original pre-lease condition at the end of the lease term. The land parcels, labeled from Parcel C to Parcel W, offer opportunities for various commercial developments, with individual parcel sizes ranging from 25 to 425 acres. NASA will evaluate proposals based on rent proposed, financial capability, technical approach effectiveness, and potential economic impact, with the goal of selecting a proposal that best supports NASA's mission and national space policy objectives.
