About this file

This document is a Questions and Answers (Q&A) file for NASA's Announcement for Proposals (AFP-SSC-001-2025) regarding the lease of underutilized land at Stennis Space Center. The Q&A covers 13 key questions from potential offerors, addressing details about proposal requirements, property characteristics, and lease terms. Significant highlights include: commercial general liability insurance requirements of $5 million per occurrence, mandatory return of property to original pre-lease condition, payment required in advance with potential late payment penalties up to 6% annually, and ongoing environmental and cultural resource surveys that will be provided to prospective partners before lease negotiation.

The document specifically discusses Parcel S, which is located inside the Propulsion Test Complex but outside current propulsion testing operation zones. Potential lessees can propose constructing new access roads, and NASA indicates that environmental survey data is in process. The lease opportunity involves approximately 1,465 acres of non-excess, undeveloped land, with a potential lease term of up to 30 years (base term) and possible 20-year extensions. The Q&A period closes April 14, 2025, with the full AFP closing May 2, 2025, offering interested parties detailed insights into the property's conditions and NASA's expectations for potential partnerships.

Questions for AFP-SSC-001-2025

No. Question Response

Confirming the scope of these questions are for the entirety of the offeror? Yes

Does "entity" refer to the actual legal/financial company structure or is information for a discrete product line sufficient?

Typically this is based on the offeror submitting under the AFP and should represent the offerer's legal entity. This is normally based on the company's structure, but offerors may also include additional information by discrete product line as additional information.

Does "size" refer to facility footprint?

(sqft) and is this a required detail or is a list of locations sufficient?

No this refers to size of the company and not specifically to SQFT. List of locations that includes number of employees would be sufficient.

When providing employee count, is total company-wide employee count OK? FTE breakdown by product is a challenge for us at the moment. Yes or by location as part of item 3 is sufficient

Is the "Statement of Assurance from the Proposer's CFO" a signature/docusign, an email, a formal paper, etc?

This should be a formal statement of assurance signed by the CFO.

Commercial general liability insurance requirements are not defined. What is the range per occurrence?

With limits of not less than ($5,000,000) per occurrence and aggregate, insuring against claims for bodily injury, personal injury and property damage arising from the use, occupancy or maintenance of the Property

If an improvement to the property or a buildings physical structure on the property is approved in advance by NASA, does it still have to be removed at the end of the lease term?

Regardless of approval timeline, status or agreed-upon specific conditions, federal rules and regulations generally require returning any real property to its original pre-lease state upon completion of the lease term

The lease reuqires acceptance of this property as-is, and references known disclosures in "Exhibit F". Please provide Exhibit F for all available lots.

Exhibit F (Entrance Environmental Baseline Survey) for parcels is in process and data will be made available to prospective partners in advance of lease negotiation.

Are there any current environmental surveys that NASA can provide to quantify any existing subsurface contamination and plumes?

A GIS map of existing contamination and plumes will be provided as an attachment with this response.

Are there any current archeological surveys that NASA can provide? Any remnants that can impact the planned work activities will help us to evaluate the risks as well as return on investment.

All available cultural resource surveys will be provided as attachments with this response.

What are the late payment penalties and the amount s of the penalties?

NASA requires payment in Advance. Late payment penalties include Interest are based on current Treasury Interest Rates, Administrative charges based on additional costs incurred in processing and handling, and penalty charges not to exceed 6% annually of the delinquent amount after 90 days. Additionally, delinquent rent payments may result in default in accordance with section 12.2.

Would Parcel S be considered inside or outside the Propulsion Test Complex in terms of accessibility? If outside, would it be possible to make alterations to the site so that personnel and hardware are able to move between Parcel S and sites within the Complex via road?

Parcel S is inside the Propulsion Test Complex but outside the QDs for current propulsion testing operations. It is possible to construct a new road that provides alternate access and egress to Parcel S and the Propulsion Test Complex. Proposers that require/desire additional access should include that, and information about the proposed road, in the response to this AFP.

What environmental due diligence has been done for Parcel S, if any? And can interested parties receive that documentation in advance of a bid?

Environmental survey data is in process and will be made available to prospective partners in advance of lease negotiation.
