About this opportunity
The Department of the Air Force Air Combat Command (AFNORTH) is seeking market research responses for a Proliferated Low Earth Orbit (pLEO) Satellite Study focused on understanding satellite communication solutions for remote radar and radio sites where fiber internet installation is cost-prohibitive. The 325th Contracting Squadron aims to evaluate alternative satellite communication technologies, including LEO, MEO, GEO, and hybrid systems, to potentially augment or replace existing commercial telecommunications links. Interested vendors must submit comprehensive company information, including CAGE and DUNS numbers, capabilities statements, and optional feedback on the draft Statement of Objectives by 4:00 PM Central Standard Time on June 13, 2025. Submissions must be electronic and sent to Nathaniel.cordova.1@us.af.mil, with vendors required to be registered in the System for Award Management (SAM.gov). The study's primary evaluation criteria will focus on reliability, performance, cost, security, and scalability of satellite communication solutions.
The opportunity is designated as a Total Small Business set-aside and falls under NAICS code 541690 for Other Scientific and Technical Consulting Services. The contractor will be expected to deliver a comprehensive Technical Analysis of Alternatives (AoA) Report within 60 days of receiving the delivery order, which must include an executive summary, detailed comparative analysis, and recommendations. Key performance requirements include achieving 99.9% system uptime, meeting specific bandwidth and latency standards, and ensuring AES-256 encryption compliance. While no specific award value is mentioned, the study will culminate in an Industry Day with SATCOM companies and a stakeholder presentation. The government intends to use the study's findings to expedite the installation and integration of selected satellite communication capabilities, with all deliverables to be submitted in Microsoft Word or PDF format.
