About this file

This Statement of Objectives (SOO) outlines AFNORTH/A6's requirements for a Transport and Integration Study of Proliferated Low Earth Orbit (pLEO) satellite-based services. The study aims to evaluate satellite communication solutions for remote radar/radio sites in austere locations where fiber internet installation is cost-prohibitive. Key objectives include assessing satellite communication alternatives (LEO, MEO, GEO, and hybrid) for reliability, performance, cost, security, and scalability, with the goal of developing an integration plan to augment or potentially replace existing commercial telecommunications links.

The contractor will deliver a Technical Analysis of Alternatives (AoA) Report within 60 days of receiving the delivery order, including an executive summary, detailed comparative analysis, evaluation of support services, and recommendations. Acceptance criteria include 99.9% uptime, specific bandwidth and latency requirements, AES-256 encryption compliance, and scalability. The study will culminate in an onsite Industry Day with SATCOM companies and a stakeholder presentation, with deliverables to be submitted in MS Word or PDF format. The government will use the findings to facilitate expeditious installation and integration of selected satellite communication capabilities.

Statement of Objectives

AFNORTH Low Earth Orbit Satellite Study

1 May 2025

Title: AFNORTH/A6 Transport and Integration Study of (Proliferated Low Earth Orbit (pLEO) satellite-based services.

Scope of work:

AFNORTH/A6 has remote radar/radio sites in austere locations wherein it’s cost-prohibitive to install fiber for internet protocol connectivity.

AFNORTH/A6 requires a Transport study to understand the risks and challenges associated with Proliferated Low Earth Orbit (pLEO) satellite-based services, and how they will integrate into and enhance our existing infrastructure. This study will look at the various Low Earth Orbit (LEO), Medium Earth Orbit (MEO), Geostationary Orbit (GEO), and hybrid satellite communications capabilities and determine/develop an integration plan that could be employed to augment or replace existing commercial telecommunications links providing for seamless operations.

Deliverables:

The contractor shall conduct a technical analysis of alternative satellite communication solutions (LEO, MEO, GEO, and hybrid) and develop integration plans for augmenting and potentially replacing existing commercial telecommunications links at designated remote sites (locations provided upon request). The study will focus on achieving seamless operations and meeting the performance requirements outlined below. The contractor is not required to design a full replacement for the entire network, but will analyze the feasibility and cost-effectiveness of replacing specific links identified by AFNORTH/A6.

Primary Objectives:

- To assess and compare different satellite communication solutions for reliability, performance, cost, security, and scalability.

- To determine the most suitable approach for high-throughput, low-latency data transmission for remote and aggregation sites.

- To provide actionable recommendations with integration plans to assist the customer in decision-making and procurement planning.

Deliverables:

- Technical Analysis of Alternatives (AoA) Report, including:

o Executive Summary o Detailed comparison of LEO, MEO, GEO, and hybrid solutions o Comparative analysis with decision matrices o Evaluation of support services associated with each SATCOM option o Host Onsite Industry Day, allowing AFNORTH to be briefed by each SATCOM

Company, see demos as applicable, and ask questions.

o Recommendations and justifications

- Integration and Implementation plan/considerations for each AoA

Period of performance: 60 days after receipt of delivery order from the contracting officer

Physical location: The contractor will conduct the study at their location.

Supplies and equipment: None.

Payment rate: A single payment on receipt and review of the study.

Acceptance Criteria. The contractor shall evaluate solutions based on the following criteria and associated metrics:

- Reliability: Minimum 99.9% uptime, maximum outage duration of 30 minutes per month.

- Performance: Minimum aggregate bandwidth of [Insert required bandwidth] Mbps per site, maximum latency of [Insert required latency] ms.

- Security: Must support AES-256 encryption and comply with [Specify relevant security standards, e.g., NIST SP 800-53].

- Scalability: Must be scalable to support a projected bandwidth growth of [Insert percentage] per year over the next 5 years.

- Cost: Total cost of ownership (TCO) over a 5-year period, including hardware, software, installation, maintenance, and service fees.

At the completion of the study, AFNORTH will receive an actionable analysis of alternatives with integration plans, that are easily transformed into contractual deliverables that can be placed in either follow on efforts, or through a third-part vendor with little to no lead time for the most expeditious installation and integration of selected capability. The deliverables will be considered accepted when they meet the following criteria:

- The AoA report and integration plans are complete and address all requirements outlined in this SOW.

- An Industry Day is successfully conducted according to the agreed-upon plan.

- The stakeholder presentation is delivered and approved by AFNORTH/A6.

- All deliverables are submitted in MS Word or PDF format.
