About this opportunity

The General Services Administration (GSA) is soliciting quotes for the procurement of flare and beading machines for the United States Air Force Life Cycle Material Command (AFLCMC). These floor-mounted, pneumatically operated machines are designed to widen the ends of pipes and tubes and form raised edges or beads to strengthen various structures. The solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures and FAR Part 12 for Commercial Products and Services, with technical specifications detailed in the RFQ attachments including specific requirements for spindle speed (300-1750 RPM), air supply (75-100 PSI), and dimensional parameters. Award will be made using a Lowest Price Technically Acceptable (LPTA) source selection process, requiring vendors to demonstrate compliance with all technical specifications through completed technical matrices and supporting descriptive literature. The solicitation deadline has been extended multiple times and is currently set for November 24, 2025, at 4:00 PM EST, with prior question submission deadlines having passed as noted in earlier amendments.

This is a total small business set-aside contract with the NAICS code 333517 (Machine Tool Manufacturing) and a small business size standard of 500 employees. The government is procuring nine flare and beading machines for delivery to eight separate Air Force installations located across the United States and one international location (Kadena Air Base, Japan), with each delivery address specified in the RFQ attachments. The contract will be awarded as a firm-fixed price supply contract with a 365-day period of performance and FOB Destination shipping terms. The primary place of performance is listed as Warner Robins, Georgia, where AFLCMC is headquartered. Vendors must be registered in the System for Award Management (SAM) and submit quotes including a completed pricing spreadsheet for both equipment and freight/shipping costs, along with technical compliance documentation.
