About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base published a Special Notice announcing its intent to award a sole source contract to Yokogawa Corporation of America. The contract is for a high-performance Optical Spectrum Analyzer (OSA) model AQ6380-10-L1-FCC/Z 900-1650, valued at $62,947.20. The procurement will support the Air Force Institute of Technology's (AFIT) Electrical & Computer Engineering Department Cleanroom and its graduate-level engineering courses. The statutory authority for this non-competitive acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). The applicable NAICS code is 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a small business size standard of 1,000 employees.
The primary objective of this Special Notice is to acquire a specialized Optical Spectrum Analyzer to enhance optical technology training and research capabilities for Air and Space Forces students. Contractors should note that this is not a request for competitive proposals, and no solicitation package will be issued. The government will consider responses received by April 11, 2025, at 10:00 AM to determine if a competitive procurement is in the best interest of the government. Eligibility is inherently limited, as Yokogawa is identified as the sole vendor capable of meeting the specific technical requirements. The OSA will replace a 20-year-old existing analyzer and provide precise optical spectra measurements within the 900-1650 nm wavelength range. Interested parties may submit responses or questions via email to shemari.hale@us.af.mil and ljuan.benbow.1@us.af.mil. The contract will be a Firm Fixed Price Commercial Purchase Order, with delivery specified for 90 days after contract approval.
