The contractor shall provide all management, personnel, labor, equipment, tools, materials, and other items necessary to operate and maintain the COCESS. The Contractor shall perform in accordance with standards which will be outlined in the posting of the forthcoming Statement of Work. An Indefinite Delivery, Indefinite Quantity (IDIQ) commodities contract will result from this posting, with period of performance to commence on or about 1 February 2016 (subject to the availability of funds). The performance period of this contract shall consist of a base year with 4 option years. There is no guarantee that options will be exercised. The proposed contract action is being considered for full and open competition with no set-aside. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 332510. The entire solicitation will be made available on or about 9 June 2015, via the Federal Business Opportunities web page at https://www.fbo.gov/. No paper copies will be issued. Potential offerors are responsible for monitoring this site for release of the solicitation package and any amendments. To be eligible for contract award, vendors must complete Offeror Representations and Certifications and complete vendor registration on the System for Award Management (SAM) website at https://www.sam.gov/portal/public/SAM/ prior to submitting an offer.
