The U.S. Coast Guard is soliciting quotations for Aqueous Fire Fighting Foam (AFFF) clean out and disposal services at USCG Base Kodiak, Alaska under Solicitation Number 31140PR260000010. The contractor must thoroughly clean out, transfer, and prepare approximately 415 gallons of AFFF concentrate and associated mixtures from a 2013 Oshkosh Striker 1500 Aviation Rescue Firefighting (ARFF) truck for disposal in accordance with the attached Performance Work Statement. To be found technically acceptable, offerors must demonstrate knowledge and experience in management, profiling, shipment preparation, transportation, final treatment, and disposal or recycling of hazardous waste. Evaluation will be based on the offeror's capability to perform the requirement, demonstrated through a technical capability section not to exceed 10 pages that clearly describes their experience with AFFF remediation and hazardous waste handling. The deadline for submission of quotes is January 22, 2026, at 1:00 p.m. Alaska time, with Amendment 1 extending the deadline to accommodate questions received from interested parties.
This procurement is issued under FAR Part 12 for commercial services and is not set-aside for small business concerns. Performance must be completed within 30 days after contract award, unless otherwise negotiated, with work conducted Monday through Friday from 0730 to 1630 hours, excluding federal holidays. The contractor is responsible for providing all necessary supervision, labor, equipment, materials handling equipment, and transportation to complete the work, while the government will supply a certified ARFF operator and coordinate with Base Kodiak Environmental, HazMat, and Fire Department personnel. The work requires achieving non-detect or below 4 parts per trillion levels of PFOA and PFOS through multiple flushing and sampling protocols, with specific rinsate sampling requirements after flushing various truck components. The contractor must provide Certificates of Disposal and Destruction within 30 days of completion, with all contaminated materials containerized and shipping manifests finalized within the 30-day performance period. Work will be performed at USCG Base Kodiak, located in Kodiak, Alaska 99619.

Solicitation Instruction Addenda is:
Offeror shall provide a technical capability section, with no more than 10 pages, that clearly describes the offeror’s capability to perform the government’s requirement. To be found technically acceptable, at a minimum, the offeror must demonstrate:
a. Knowledge and experience of management/profiling, shipment preparation, transportation, final treatment, disposal, and/or recycling of hazardous waste within the State of Alaska, including working in remote areas of the state.
b. Evidence of a valid Environmental Protection Agency (EPA) license(s) to manage hazardous materials.
Offeror shall provide a firm-fixed price to perform the entire effort identified in the PWS.
