About this opportunity
The Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency has published a Notice of Intent (NOI) regarding the evaluation of opportunities for developing Artificial Intelligence (AI) Data Centers through Enhanced Use Lease (EUL) authority. The NOI, designated as AFCEC-25-R-0002, was posted on September 4, 2025, with a due date of October 15, 2025. The Department of the Air Force intends to utilize this authority under 10 U.S.C. 2667 to evaluate development opportunities at one or more Air Force installations. The initiative focuses on establishing AI data centers at five potential locations: Edwards AFB in California, Arnold AFB in Tennessee, Robins AFB in Georgia, Joint Base McGuire-Dix-Lakehurst in New Jersey, and Davis-Monthan AFB in Arizona. The Air Force is primarily seeking ground lease payments as consideration for these opportunities.
The purpose of this Special Notice is to identify qualified developers capable of supporting large-scale AI data center projects that can handle over 100 megawatts of new load dedicated to AI data generation. Contractors interested in participating must demonstrate verifiable experience in planning, financing, and constructing hyperscale data center projects. While ground lease payments serve as the primary consideration, the Air Force will also evaluate energy resilience as an additional component if energy generation is included in proposals, though this is not a mandatory requirement. A Request for Lease Proposal (RFLP) is anticipated for release in October 2025, and developers will be responsible for determining power, utilities, and infrastructure requirements for their proposed projects. Interested parties can contact Mr. David Mairs, Project Manager at AFCEC/CIUE, at david.mairs@us.af.mil or 361-290-3400 for additional information regarding this opportunity.
