About this file

This Notice of Intent (NOI) outlines the Department of the Air Force's (DAF) plan to evaluate opportunities for developing Artificial Intelligence (AI) Data Centers through Enhanced Use Lease (EUL) authority at five potential Air Force installations: Edwards AFB (CA), Arnold AFB (TN), Robins AFB (GA), Joint Base McGuire-Dix-Lakehurst (NJ), and Davis-Monthan AFB (AZ). The DAF seeks developers with proven experience in large-scale data center projects, specifically targeting sites that can support over 100 megawatts of new load dedicated to AI data generation.

The solicitation emphasizes ground lease payments as the primary consideration, with potential additional evaluation of energy resilience if proposed. Interested developers must demonstrate verifiable experience in planning, financing, and constructing hyperscale data center projects. A Request for Lease Proposal (RFLP) is anticipated for release in October 2025, with the NOI noting that detailed information on power, utilities, and infrastructure will be left for developers to determine. The point of contact for this opportunity is Mr. David Mairs, Project Manager at AFCEC/CIUE, who can be reached at david.mairs@us.af.mil or 361-290-3400.

Notice of Intent (NOI)

Subject: Potential Leasing Opportunities for Development of AI Data Centers at Multiple Air Force Installations

Notice Type: Special Notice – Notice of Intent

Agency: Department of the Air Force

Office: Air Force Civil Engineer Center, Real Estate Development Division, Enhanced Use Lease Execution Branch (AFCEC/CIUE)

Synopsis:

The Department of the Air Force (DAF) intends to evaluate opportunities for the development of Artificial Intelligence (AI) Data Centers through Enhanced Use Lease (EUL) authority (10 U.S.C. § 2667) at one or more Air Force installations. The DAF is primarily seeking ground lease payments for consideration. If energy generation is included within an offeror’s proposal, then the DAF will consider energy resilience as an additional consideration component. Energy resilience is not a required consideration.

The potential locations under consideration include:

• Edwards Air Force Base, California

• Arnold Air Force Base, Tennessee

• Robins Air Force Base, Georgia

• Joint Base McGuire-Dix-Lakehurst, New Jersey

• Davis-Monthan Air Force Base, Arizona

The Air Force anticipates that each potential site will support large-scale data center development that requires greater than 100 megawatts (MW) of new load dedicated to AI data generation.

Developer Experience Requirement:

To ensure successful execution, interested developers should demonstrate prior experience in planning, financing, and constructing hyperscale or equivalently large data center projects, including any energy components and utility coordination. Only firms with verifiable experience in projects of comparable size and complexity will be considered for further engagement.

Planned Timeline:

• A Request for Lease Proposal (RFLP) is anticipated for release in October 2025.

• Developers should note that both the NOI and RFLP are expected to contain minimal information on power, utilities, and infrastructure; these details will be for the developer to determine.

Disclaimer:

This NOI is issued for informational and planning purposes only and does not constitute a solicitation or obligation on the part of the Government.
