About this opportunity

The Department of the Air Force Air Education and Training Command is procuring four full-time equivalent Aerospace Medicine Physicians (Flight Surgeons) to provide rotational medical support across 11 AETC Medical Treatment Facilities and units. This requirement addresses a critical chronic manning shortage of active-duty flight surgeons, with current manning levels below 70%, to support Flying Training Programs at remote locations. The selected physicians must possess at least five years of aerospace medicine experience, three years of military flight surgeon experience, a medical degree, unrestricted medical license, and board certification with preference for Aerospace Medicine residency training. The government will evaluate proposals based on three factors: Price, Technical (including personnel recruitment/retention and quality control), and Past Performance, with awards made to the lowest-priced technically acceptable offeror. Proposals are due by 1:00 PM CST on August 13, 2025, and must be submitted electronically to the designated contracting officers.

This solicitation is a 100% Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 621111. The contract structure includes a base year from September 29, 2025, through September 28, 2026, with four additional one-year option periods extending through September 28, 2030. Each contract year includes firm fixed-price monthly rates for the four physician positions plus a cost-reimbursement travel budget of $100,000 annually to support deployment across multiple AETC installations. The primary place of performance is Universal City, Texas, though the physicians will rotate to provide temporary medical support at various AETC locations across the continental United States. The government intends to award a single Firm Fixed-Price contract based on initial submissions without conducting further negotiations, emphasizing the need for complete and competitive initial proposals.
