About this opportunity
The General Services Administration Federal Acquisition Service is soliciting quotations for four aerial lift trucks with a proposal deadline of September 28, 2026, extended from September 25 by Amendment 001. This procurement is a 100% small business set-aside, restricting competition to small businesses classified under NAICS 333923. Questions were due September 24, 2026.
Place of performance comprises four Department of Justice locations: Boston, Massachusetts; Atlanta, Georgia; Detroit, Michigan; and Seattle, Washington. Vehicles are procured for delivery to each location.
The solicitation specifies insulated telescopic aerial platform lift trucks configured on 19,500-pound GVWR chassis (Ford F550, RAM 5500, or GM 5500, brand name or equal). Vehicles must be 2026 or newer model year, crew cab, 4x4 diesel with automatic transmissions (6–10 forward speeds) and two-speed transfer cases. Steel service bodies must measure 108 inches minimum length and 102 inches maximum width with comprehensive compartmentation. The telescopic boom must deliver minimum 29.4 feet working height and side reach, with 4-function single-handle controls meeting ANSI A92.2 2009 standards and high electrical resistance components. Platform capacity is 400 pounds with dielectric insulation. Safety systems include 360-degree backup cameras, alarm systems with door sensors, front winches rated 15,000 pounds minimum, outrigger stabilizers with dual hydraulic activation and self-leveling sand pads, LED strobe lights, spotlight systems, fire extinguishers, first aid kits, automated external defibrillators, and 2,400-watt power inverters with GFCI plugs. Vehicles must comply with Federal Motor Vehicle Safety Standards (FMVSS 108), ANSI standards, SAE specifications, and OSHA regulations. Suppliers must have minimum 5 years' experience providing similar vehicles and maintain 24/7 customer service access. A 36-month/100,000-mile bumper-to-bumper warranty covering all parts and labor within CONUS is required. Amendment 002, posted September 28, clarified that outriggers may be operated via engine-driven PTO with the engine running or through alternative solutions.
Quoters must submit firm-fixed-price quotations including complete pricing for standard aerial lifts and optional outrigger configurations for all four locations. Pricing must be in whole dollars and include all furnish and delivery costs. Quoters must indicate delivery timeframes in days after receipt of order. Volume 1 (technical response, limited to 10 pages) must include preliminary drawings showing vehicle layout, exterior views, curb weight, and GVWR. Volume 2 (pricing and delivery schedule) must include signed SF-18, MVDO administration data, and GSA Letter of Supply. Technical exceptions must be documented using the Technical Exceptions Worksheet and Brand Name or Equal Worksheet. Submissions must be electronic in Microsoft Word or Adobe Acrobat format, virus-checked, and sent to Contracting Officer John E. Hodges Jr. at john.hodges@gsa.gov.
Evaluation criteria are technical approach, past performance, price, and delivery considerations. Acknowledgment of all amendments is required prior to the deadline. Payment is by electronic funds transfer per FAR 52.232-33. The solicitation incorporates Buy American provisions, small business set-aside notices, anti-trafficking measures, and commercial product acquisition standards. Mandatory pre-delivery requirements include water spray testing, road testing per TMC RP 803 standards, vocational testing, and one day of field training for six government personnel at the factory. Status updates and invoicing must be submitted through GSAFleet.gov and https://www.ipp.gov/.
