About this file
This is Amendment #002 to Request for Quote (RFQ) 47QMCA26Q0110, issued by the U.S. General Services Administration (GSA) Fleet Acquisition Support (QMAACB) office in Washington, D.C. on September 22, 2025. The amendment provides a final question and answer posting for the procurement of four (4) aerial lifts. The contracting officer is John E. Hodges Jr., and interested parties should direct inquiries to john.hodges@gsa.gov or 703-603-8586.
The amendment clarifies RFQ specifications regarding outrigger operation. A question was raised regarding a requirement stating outriggers must function while the truck is off, which typically would require a secondary power source such as a pony motor since standard power take-off (PTO) systems require engine operation. GSA clarified that the specification uses "or" rather than "and," meaning outriggers may be operated via an engine-driven PTO with the engine running, and the use of "or" allows for alternative types of solutions to operate the outriggers. Offerors must acknowledge receipt of this amendment prior to the deadline specified in the original solicitation by completing the required forms, acknowledging receipt on offer copies, or submitting a separate letter or telegram referencing the solicitation and amendment numbers.

Question:
The RFQ specification stating that the outriggers must function while the truck off requires clarification. The standard power take-off (PTO) cannot operate without the engine running and would require a secondary power source such as a pony motor. Can you please clarify?
Answer:
The requirements state "or", not "and". The outriggers may be operated only via an engine-driven PTO, with the engine running. The "or" allows for a different type of solution to operate the outriggers.
