About this opportunity
The USDA Forest Service is procuring two AEM MTP136D-000GN Mission Transceiver Panel Mount Radios through a firm-fixed-price delivery order to replace obsolete 20-year-old radio equipment used for training pilots and aviation support personnel. The radios must meet specific P25 technical standards, including VHF/UHF frequency capabilities, digital and analog operations, and compliance with TIA-102 and NTIA standards for use in federally regulated firefighting aircraft. Vendors must have at least five years of experience producing these products and one year of federal government experience, while also providing comprehensive documentation including a Bill of Materials, warranty information, manufacturing location details, and a Section 508 Accessibility Conformance Report. The solicitation specifies that only new equipment will be accepted with no partial quotes considered, and vendors must be registered in the System for Award Management with active status. Questions must be submitted to molly.donoghue@usda.gov by September 5, 2025 at 3:00 PM EST, with quote submissions due by September 10, 2025 at 5:00 PM EST.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), with the brand name justification indicating AEM of Kelowna, British Columbia, Canada as the recommended source due to their specific technical requirements. The total estimated contract value is $35,992 for the two mission transceivers, which represents part of a broader 10-year replacement plan for the Forest Service's radio equipment infrastructure. Delivery must occur within 60 days of contract award on an FOB Destination basis to the National Interagency Fire Center Radio Shop in Boise, Idaho, where Mark Hilton serves as the primary point of contact. The radios will be used by the National Interagency Incident Communication Division and must comply with FCC regulations, including CFR Part 90.203 and ISED RSS 119 standards with certain features disabled by default to meet regulatory requirements.
