About this file

This document is a technical specification for P25 radio products, specifically focusing on a portable repeater radio for creating temporary P25 conventional radio systems. The requirements specify detailed technical standards for radio equipment, including operating frequency bands (VHF 136-174 MHz and UHF 406-420 MHz), channel programming capabilities, and compliance with TIA-102 and NTIA standards. Key specifications include support for both analog and digital operations, a minimum of 16 channels, low power output (0.5 watts for VHF and UHF), and the ability to pass through various data types including voice, encryption, packet data, and GPS data.

The document mandates that contractors must have at least 5 years of experience producing these products and 1 year of federal government experience. The radio equipment must meet rigorous technical requirements, including Class "B" receiver standards, specific voice codec requirements (AMBE+2 for P25 Phase II), and vibration/shock stability standards. Additional requirements include an identification tag, 50-ohm RF termination, a programmable time-out timer, multi-mode operation capabilities, and a commitment to provide spare parts availability for at least seven years after production discontinuation.

TIA-102 “Standard option-required” features and functions shall be provided, and shall be compliant with the TIA-102 Statement of Requirements (SOR).

Radios shall meet the requirements listed in the NTIA Manual Chapter 5 which also requires Class “B” radio receiver. The NTIA has not yet established technical standards for P25 Phase II (6.25 KHz channel spacing) and any contractor radio supporting P25 Phase II shall comply with the relevant FCC and TIA-102 standards. P25 Phase II is not mandatory.

Radios shall be individually programmable by channel for operation on frequencies authorized in the National Telecommunications and Information Administration (NTIA) and Federal Communications Commission (FCC) channeling plans that fall within the frequency band and frequency separation of the equipment.

The Contractor’s self-certification of compliance with the Statement of Work specifications, the Manufacturer’s published specifications (includes FCC Certification Number), and any Contractor P25 CAP testing results will be used to determine technical acceptability for an award.

The contractor shall make LMR Software/Firmware updates available through the life of the product and the information on prior and current firmware versions shall be available through publicly accessible means.

PORTABLE REPEATER

The Repeater radio is intended to be setup for use in creating a temporary P25 conventional radio system. It must be highly reliable under extreme conditions. The duty cycle use is assumed to be 30 % or less.

General Specifications Category General Specifications

Operating Frequency Bands Unless otherwise specified, the operating frequency bands are defined as:

• VHF [136 MHz to 174 MHz]

• UHF [406 MHz to 420 MHz]

Channel Programming Radios channels shall be individually programmable for operation on any frequency in the NTIA and FCC channeling plans that fall within the frequency band and frequency spread of the equipment.

Channel Spacing P25 Phase I Analog and Digital (FDMA): 12.5 KHz P25 Phase II (TDMA): 6.25 KHz

Receiver Receivers shall meet the Class “B” standards, Per NTIA Manual.

Receivers shall meet or exceed these requirements, across the applicable band(s):

Analog Sensitivity at 12 dB SINAD .35uV (-116 dBm) or better Digital Sensitivity at 5% BER .35uV (-116 dBm) or better

Transmitter Frequency tolerance (stability), Spurious response, and Adjacent selectivity, etc.

shall be in accordance with the NTIA manual (Red Book) Chapter 5 for the applicable band(s)

Multi-Mode The radio shall be capable of operating in both Analog narrowband (12.5 kHz channel spacing) and Narrowband TIA-102 digital (12.5 kHz channel spacing)

Alignment/Ease of Service Measurements and alignment shall be possible using conventional test instruments and/or personal computer (PC) and software. The receiver and transmitter alignment procedures shall be clear, straightforward and easy to accomplish. All TIA-102 radios should have access to the digital bit stream or must provide a method to measure or display the receive BER information.

Service Connectors The Contractor shall make available a mating connector for all connectors necessary to test or to place the equipment into service.

Construction and Components

All component parts shall meet the TIA-102 specified standards for the applicable equipment group and shall operate within specified ratings.

Controls All non-programmable controls shall be clearly labeled. Whenever more than one parallel method of control is provided, the priority order shall be: local, extended local, remote, microwave interface and repeat. The transmitter operating frequency shall be determined by the channel selection switch, which is associated with the last control position in use.

Equipment Stability Equipment shall not display instability due to any electronic, mechanical, or other causes that tend to make the receiver or transmitter critical in tuning or unstable in operation, in accordance with TIA standards.

Fuses and Overload Protection

All equipment shall be provided with adequate fuses or other standard devices to protect the equipment in case of overloads or short circuits within the equipment.

The protective device shall be conveniently located for quick, easy replacement or reset.

Housing The cabinet or case shall be designed to protect the communications equipment and provide easy access for servicing. Attachments such as mounting hardware, connectors, etc., shall be compact and configured in a manner commensurate with its purpose.

Identification Tag Each complete communications equipment shall have an identification tag permanently affixed on the exterior of the unit for quick positive identification and include the requirements of 47 C.F.R. § 2.925(d). It is acceptable to place the identification tag under the battery housing on portable radios. At a minimum, the equipment model number, serial number, and hardware version/lot number shall be given; the manufacturer name shall also be included if it does not appear elsewhere on the equipment.

RF Termination The radio frequency input circuit of all receivers and the output circuit of all transmitters shall be designed for operation into unbalanced transmission lines having a nominal impedance of 50 ohms (equipment with a self-contained antenna shall have provisions for external connection of RF termination with 50 ohm impedance).

Voice Codec The Advanced Multi-Band Excitation (AMBE) +2TM vocoder is mandatory for those that are declared by the Contractor as P25 Phase II “Compliant”, “Capable”, “Ready”, etc. The Improved Multi-Band Excitation (IMBE) is acceptable for all other P25 products not intended for P25 Phase II operations.
