Contractors will be responsible for preparing reports, studies, master plans, design criteria, drawings, specifications, value engineering studies, technical reviews, commissioning, cost estimates, and surveys. Evaluation criteria will focus on specialized experience, key personnel qualifications, past performance, work management approach, and knowledge of locality, with volume of DoD contract awards serving as a potential tiebreaker. This solicitation is a 100% small business set-aside, targeting seven Architect-Engineer firms for a five-year ordering period with a total shared capacity not exceeding $140 million. The contract will be administered by the Savannah District for federal projects under its jurisdiction and potentially for other Corps of Engineers Districts. All designs must comply with the Savannah District Design Manual and utilize Building Information Modeling (BIM) software, with specific software platforms determined per task order. The place of performance is Savannah, GA 31401, with work focused on designing new construction and renovation projects for military and other government agencies. The size standard for the NAICS category is $25.5 million, and contractors will be required to develop drawing files using the Architect/Engineer/Contractor (A/E/C) Standard as supplemented by Savannah District instructions.
