The Savannah District, U.S. Army Corps of Engineers intends to award a Multiple Award Task Order Contract (MATOC) Pool of Indefinite Delivery Contracts (IDCs) for General Design.
Contracts awarded because of this announcement will be administered by Savannah District for use on federal projects under its jurisdiction and, if requested, for other Corps of Engineers Districts. The intent is to award a MATOC pool with a target of seven (7) Architect-Engineers (A- E) firms with an ordering period of five (5) years and a total shared capacity not to exceed $140M. These contracts are procured in accordance with the Selection of Architect Engineers Statute as implemented in FAR Subpart 36.6. Firms are selected for negotiation based on demonstrated competence and qualifications for the required work. The applicable North American Industry Classification System (NAICS) Code is 541330 – Engineering Services - size standard $25.5M
All A-Es, including subcontractors, are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest and 36.209 - Construction Contracts with Architect-Engineer Firms. Any A-E, including subcontractors, that prepares a Design-Build Request for Proposal for a particular project will be restricted from participating in any contractor task order for the Design-Build of that project. Offerors are cautioned to read this announcement in its entirety. Contracts awarded from this announcement are administered by the Savannah District for use on federal projects under its jurisdiction and, if requested, by other Army Corps of Engineers Districts. Task orders are negotiated firm-fixed price and are primarily for design of projects with a construction value at or below $5 million. Contracts with higher or lower values may be executed.
Task orders are firm-fixed-price (FFP) and negotiated using the binding rates for the level of effort required to meet the needs of the government for the project. Assignment of individual task orders will be in accordance with the Task Order Requirement Notice (TORN) process. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via the SAM website: http://www.fsd.gov or by contacting the SAM Customer Service Desk at 1-866-606-8220.
2. PROJECT INFORMATION: Task orders to be issues under this announcement may consist of, but is not limited to: preparation of reports, studies, master planning, project planning, design criteria, preparation of drawings and specifications, value engineering (VE) studies, Internal Technical Review (ITR), commissioning, cost estimates, survey, and other general A-E services for multi-disciplined new construction, renovation projects for military and other government agencies. The work primarily consists of the design of new vertical construction on facilities commonly found at military installations (barracks, dining facilities, offices, training facilities, equipment maintenance facilities, labs, Child Development Centers, etc.) as well as horizontal construction projects (airfields, roads, ranges, etc. The A-E may be required to provide construction phase, commissioning, and other services that may include preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. All designs must comply with the Savannah District Design Manual. All designs utilize Building Information Modeling (BIM) software. BIM software platform and drawing file format will be determined per task order. All drawing files will be developed using the Architect/Engineer/Contractor (A/E/C) Standard, as supplemented by the Savannah District instructions.
3. SELECTION CRITERIA: The selection criteria for this project are listed below in descending order of importance. Submissions are evaluated on each factor below. Each of the first five factors is assigned a rating from outstanding to unsatisfactory, based on the risk that the offeror will successfully perform the factor. The remaining factor will be used as a secondary tiebreaker among firms that are technically equal. An overall consensus rating will be given to each submission. Awards are made to the firms determined to be the most highly qualified. Factors listed below are rated based on a relative weighting as follows: Significantly More Important -the factor is at least two times greater in value than another factor. More Important - the factor is greater in value than another factor but less than two times greater. Equal - the factor is of the same value or nearly the same as another factor. For this solicitation, Factor 1 (Specialized Experience and Technical Competence) and Factor 2 (Key Personnel) are weighted equally, and each is significantly more important than Factor 3 (Past Performance), which is more important than Factor 4 (Work Management), which is more important than Factor 5 (Knowledge of Locality). Factor 6 (Volume of DoD Contract Awards) will be used as a *tiebreaker* among firms that are technically equal.
Information on each factor should be submitted FOR THE OFFICE AND/OR EMPLOYEE PERFORMING THE WORK IN RESPONSE TO THIS ANNOUNCEMENT. It is recognized that for firms with multiple offices, a project team may be formed from personnel from more than one office. If more than one office is represented, this must be stated clearly in the work management plan. Additionally, the Selection Board will consider the performance risk associated with that team not being located in the same geographic location and the geographical proximity to the supported projects.

Design of projects on Army or Air Force installations; d. Cost engineering using Micro-Computer Aided Cost Estimating System (MCACES); e. Sustainable design utilizing LEED rating tools; f. Preparation of the development of the technical information for design-build Request for Proposals; g. Application of Anti-Terrorism/Force Protection criteria;
h. Construction phase services including shop drawing review and preparation of O&M manual;
i. Building Information Modeling (BIM) using Bentley BIM software and REVIT using Autodesk software. Technical competence is judged on performance, design complexity, and demonstrated value added by the design team.
B. FACTOR 2 - KEY PERSONNEL. Provide resumes for qualified professional personnel in Section E of SF 330 in the numbers indicated (9 total resumes) and in the following key disciplines, that require licensure, registration, and/or certification: architect (1), structural engineer (1), civil engineer (1), mechanical engineer (1), electrical engineer (1), fire protection engineer (1), geotechnical engineer (1), land surveyor (1), and certified industrial hygienist (1).
