About this opportunity
The 354th Eielson Contracting Squadron is seeking an Architect-Engineer firm to develop an Industrial District Plan for Eielson Air Force Base in Alaska, with services encompassing master planning support, data collection, and a collaborative 4-day site visit and planning workshop to update existing Installation Development Plan recommendations. The Department of the Air Force Pacific Air Forces is procuring these professional services under NAICS code 541330 (Engineering Services) and PSC C219 (Architect and Engineering-General). The A-E contractor must deliver a comprehensive District Plan containing five minimum components: an Illustrative Plan, Execution Plan, Capacity Plan, Regulating Plan, and Executive Summary, along with supporting documentation including GIS data, cost estimates, photographs, and planning narratives. The government will evaluate proposals based on five criteria: professional qualifications necessary for satisfactory performance, specialized experience and technical competence in similar work, capacity to accomplish work in the required timeframe, past performance on government and private contracts, and geographic proximity and knowledge of Eielson AFB, with the first three criteria weighted equally as most important. The pre-solicitation notice was posted on March 11, 2026, with a due date of April 10, 2026, for submission of qualification packages; the government will subsequently request pricing proposals from the highest-ranked firm following discussions with the top three offerors.
This opportunity is designated as a Total Small Business set-aside, limiting competition to small business concerns. The contract must be completed within 365 calendar days from award, requiring the A-E to conduct all research, investigation, estimating, and planning necessary to prepare comprehensive district planning documentation while ensuring compliance with applicable federal codes and laws governing Air Force Real Property assets. The statement of work requires specialized deliverables including Comprehensive Planning Platform templates with specific character limits and formatting requirements, geospatial data in ESRI file geodatabase format compliant with Air Force Spatial Data Standards for Facilities Infrastructure and Environment, and cost estimates prepared at AACE Class 5 Planning Level reflecting construction costs in the Fairbanks, Alaska area. The offeror's team must include licensed American Institute of Certified Planners staff and key personnel in the disciplines of Project/Program Manager, Cost Estimator, Community Planner, and GIS Analyst, with proposed example projects demonstrating DoD facility master planning experience, cold climate or sub-arctic construction knowledge, and district-scale utility and infrastructure planning expertise completed within the past five years. No specific contract award value or budget range is provided in the pre-solicitation notice; however, the pricing proposal will be requested only from the highest-ranked firm following the formal evaluation process.
