About this opportunity
The Department of the Air Force Pacific Air Forces is seeking architectural and engineering services to develop a Unidirectional Flushing Program (UDFP) at Eielson Air Force Base, Alaska. The project requires firms to create a comprehensive hydraulic analysis and flushing optimization plan for the base's water distribution system, including reviewing existing documentation, developing a GIS-based hydraulics model compatible with WaterGEMS software, conducting field investigations, and establishing systematic flushing sequences to improve water quality and system efficiency. Qualified firms must demonstrate specialized experience with unidirectional flushing programs, water distribution systems in remote and extreme environments, and cold climate engineering capabilities. The Air Force will evaluate submissions based on professional qualifications, specialized experience, capacity to accomplish work, past performance, and geographic proximity using a color-coded technical/risk rating method. Interested firms must submit qualification packages including Standard Form 330, Past Performance Questionnaires, and Instructions to Offerors documents by September 23, 2025.
This opportunity is designated as a Total Small Business set-aside under NAICS code 541330 (Engineering Services). The contract requires delivery of all project components within six months of the Notice to Proceed, encompassing three primary tasks: investigation of existing water infrastructure, hydraulics model configuration and calibration, and unidirectional flushing planning. The scope includes seven days of on-site work for three personnel, with remote work permitted for data processing and reporting activities. Key deliverables include an Investigation Report, GIS-based Hydraulics Model, Calibration Report, color-coded flushing sequence maps, step-by-step field instructions, and monitoring forms, all of which must comply with AWWA, EPA guidelines, and DoD Unified Facilities Criteria standards. The top three firms will be invited for discussions, with the highest-ranked firm requested to submit a pricing proposal contingent on fair and reasonable terms.

The 354th Eielson Contracting Squadron is seeking qualification packages for A&E services for the project below:
This project aims to develop and implement Unidirectional Flushing Program (UDFP) at Eielson Air Force Base (AFB), Alaska. Unidirectional flushing, a more targeted approach, forces water through selected pipes at higher velocity by closing specific valves, thus improving cleaning efficiency while using less water. It also also helps identify faulty valves and hydrants and enhances overall system reliability. The purpose of this effort is to ensure accurate GIS representation, optimize water system performance, and establish a systematic approach for flushing systems. The Architectural-Engineering (A-E) firm will develop the Hydraulics Model and UDFP and all required documentation.
The primary performance requirement is to deliver a comprehensive hydraulic analysis and flushing optimization plan for Eielson AFB's water distribution system. Work includes reviewing existing documentation, assessing hydraulic conditions, configuring a GIS-based hydraulics model (compatible with Eielson AFB's GIS standards), developing a flushing sequence, and conducting condition assessments. The Government will evaluate the A&E firm's performance based on the completeness, accuracy, and regulatory compliance of the final design package.
The contract schedule, as set forth in the Statement of Work, requires delivery of a complete hydraulic analysis and flushing optimization plan within six (6) months of the Notice to Proceed. This delivery encompasses all aspects of the scope of work, including data review and entry, hydraulics modeling, and the development of the Unidirectional Flushing Program Plan (UDFP).
If this something your firm is interested in and can accomplish, please submit and combined Instructions to Offers (evaluation Factors Documents), SF330 (Architect-Engineer Qualification-Standard Form 330), and a PPQ (Past Performance Questionnaire).
