About this file
This Statement of Work (SOW) details architect-engineering services for developing a Unidirectional Flushing Program (UDFP) at Eielson Air Force Base in Alaska. The six-month project, with a July 2025 date, requires the contractor to develop a comprehensive water distribution system flushing plan using advanced mapping and hydraulic modeling techniques. Key tasks include reviewing existing documents, creating a GIS-integrated hydraulics model in WaterGEMS, conducting field investigations, and developing systematic flushing sequences that optimize water quality and system efficiency.
The project involves three primary tasks: (1) Investigation of existing water infrastructure components, (2) Hydraulics Model Configuration and Calibration using current and future water consumption data, and (3) Unidirectional Flushing (UDF) Planning. Deliverables include an Investigation Report, GIS-based Hydraulics Model, Calibration Report, color-coded flushing sequence maps, step-by-step field instructions, and monitoring forms. The contractor must comply with multiple standards including AWWA, EPA guidelines, and DoD Unified Facilities Criteria. Travel requirements include seven days of on-site work for three personnel, with some remote work permitted for data processing and reporting.

16 JULY 2025
Flushing Program Plan Development - Statement of Work (16 July 2025) Eielson AFB, Alaska
2 of 7 Controlled Unclassified Information (CUI)
1.0 INTRODUCTION
Water distribution systems require regular flushing to maintain water quality and system efficiency by removing accumulated deposits from pipe walls. Two primary methods used are conventional flushing and unidirectional flushing. Conventional flushing involves opening hydrants to allow water to flow freely, but it requires significant water usage and is less effective at clearing deposits.
Unidirectional flushing, a more targeted approach, forces water through selected pipes at higher velocity by closing specific valves, thus improving cleaning efficiency while using less water. It also helps identify faulty valves and hydrants and enhances overall system reliability.
This Statement of Work (SOW) defines the requirements for the development and implementation of a Unidirectional Flushing Program (UDFP) at Eielson Air Force Base (AFB), AK. The purpose of this effort is to ensure accurate GIS representation, optimize water system performance, and establish a systematic approach for flushing procedures.
