About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright-Patterson Air Force Base is seeking to procure comprehensive advisory and technical support services through the Advisory Support & Technical Requirement Administration (ASTRA) program for the National Air and Space Intelligence Center (NASIC). The Air Force intends to award a competitive Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide engineering and intelligence support services across nine primary task areas including research and development, systems engineering, intelligence analysis, modeling and simulation, and mission support for air, space, cyber, and missile threat intelligence. Contractors must possess a Top-Secret facility clearance and demonstrate capabilities in areas such as digital transformation, intelligent automation, technical project management, and supporting classified government networks up to SECRET Collateral level. The evaluation will use a Best Value Tradeoff process where Technical Rating, Technical Risk Rating, and Program Management factors are equally important and significantly more crucial than Price, with proposals evaluated using color and adjectival ratings from Outstanding to Unacceptable. The government provided draft documents for industry feedback through July 30, 2025, and issued a status update indicating the final Request for Proposal is anticipated for release in August 2025.
This procurement operates under a full and open competition with no set-aside designations, classified under NAICS code 541330 (Engineering Services). The documents reference potential organizational conflicts of interest for contractors currently supporting NASIC contracts including COMET, NOVASTAR, and MEGASTAR, suggesting these may be incumbent contractors. The contract structure includes a five-year ordering period with a total performance period extending to six or eight years depending on the document referenced, and will accommodate various pricing structures including Firm-Fixed-Price, Fixed-Price-Incentive-Firm, Cost-Plus-Fixed-Fee, and Time and Materials arrangements. The government intends to award four contracts based on proposal quality, expected work volume, and available funding, though reserves the right to award fewer or more contracts as deemed appropriate. Proposals must be submitted in five volumes with specific page limitations, including an Executive Summary limited to 10 pages and a Technical Volume capped at 100 pages.
