About this file

This document is a Draft Request for Proposal (dRFP) for the Advisory Support and Technical Requirement Administration (ASTRA) Program issued by the Air Force Life Cycle Management Center. The Air Force intends to solicit and award a competitive Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of five years and a total performance period of six years. The contract will support task orders that may include various pricing structures such as Firm-Fixed-Price, Fixed-Price-Incentive-Firm, Cost-Plus-Fixed-Fee, Time and Materials, and other appropriate contract types.

The government is currently seeking vendor responses and feedback on three draft attachments: the Performance Work Statement (PWS), Section L, and Section M, dated between 22-30 April 2025. The anticipated timeline for potential proposal requests is between May and June 2025, with expected response times of 30 days. Vendors are explicitly instructed not to submit proposals or proprietary information at this stage, and any submissions will become government property. All correspondence should be directed to the Procuring Contracting Officer at margaret.lennen@us.af.mil.

(ASTRA) Draft Request for Proposal

Intent and Disclaimer This draft Request for Proposal (dRFP) is intended to inform industry of potential forthcoming requests for proposals and to allow industry to gain familiarity with the anticipated content and scope of those potential future requests. It is not a request for proposals nor is it to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. This document is solely for information and planning purposes.

Any interested vendors for the ASTRA Program are requested to provide responses/feedback over the Draft ASTRA Performance Work Statement (PWS) – Attachment 1, Draft ASTRA Section L – Attachment 2, and Draft ASTRA Section M – Attachment 3 only. This is a dRFP and vendors should not submit proposals at this time. Vendors are not to submit any proprietary information with your responses/feedback.

The Government anticipates that it may make requests for proposals to provide efforts required for the ASTRA Program between May and June of 2025 and anticipates that if those requests are made their scope and content will be substantively similar to the scope and content of this dRFP.

The Government anticipates that if requests for proposals are made, that timelines to targeted contract award may drive the need response times of 30 days.

The Government will not reimburse or pay for any information submitted in response to this document or any follow-up requests. Please be advised that any submissions become Government Property and will not be returned.

1. Thank you for your participation in the ASTRA Industry Day and for the constructive feedback provided via responses to the Government’s prior Requests for Information (RFI). Your responses have informed the development of this draft Request for Proposals (dRFP).

Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The MAC IDIQ contract will be the foundation for all task orders placed under it. With the exception of Task Order (TO) 1 for each awardee under the MAC IDIQ, which the USAF anticipates will be awarded in conjunction with the MAC IDIQ contract, all orders placed under this MAC IDIQ will follow the process in the ordering procedures. Task orders may include (but are not limited to) Firm-Fixed-Price, Fixed-Price-Incentive-Firm, Firm-Fixed-Price – Level of Effort, Cost-Plus-Fixed-Fee, Cost-Plus-Incentive-Fee, Cost-Plus-Fixed-Fee – Level of Effort, Time and Materials, Labor Hour, Cost Reimbursement, and other contract types deemed appropriate for the individual order.

5. The Performance Work Statement (PWS) (attachment 1) shall be the foundation document for future anticipated RFP responses. The ordering period for the MAC IDIQ contract shall be five (5) years and the period of performance shall be six (6) years.

6. The contractor is cautioned that until a contract is executed any effort performed in support of the anticipated effort is performed strictly at contractor’s own risk and expense.
