About this opportunity

The Department of State is procuring advisory and consultation services to establish and manage Alumni Advisory Boards (AABs) in five regions of Kazakhstan through Request for Quotations number 19KZ1025Q0014. The contractor will be responsible for organizing and managing regional advisory boards in Almaty, Astana, Shymkent, Aktobe, and Oskemen, conducting quarterly in-person meetings and monthly virtual meetings, recruiting alumni members, and providing strategic advice to support U.S. Mission goals including assessing Kazakhstan's investment climate and strengthening U.S. visibility. Key personnel requirements include a Project Manager, Senior Program Specialist, and Monitoring and Evaluation Specialist, with staff capable of professional English communication and operational personnel proficient in Kazakh and/or Russian languages. The government intends to award based on the lowest price from responsible offerors submitting acceptable quotations, with evaluation favoring efficient use of person-hours and cost-effectiveness. Quotations are due by September 26, 2025, at 3:00 PM local Astana time, and must be submitted electronically with required documentation including SAM registration proof, past performance information, and strategic plan details.

This solicitation operates without any set-aside designation and is open to all qualified businesses, with a preference for companies based in Kazakhstan. No incumbent contractors or potential award values are specified in the available documentation, though the contract structure is firm fixed-price for a one-year performance period from October 1, 2025, to September 30, 2026. The contractor must manage five distinct regional advisory boards across Kazakhstan, requiring at least one key personnel member to be physically present and legally authorized to work in the country. Performance will take place primarily in Astana, Kazakhstan, with regional activities spanning the five specified cities, and the contractor will be responsible for securing all meeting venues and office space as the government will not provide facilities. The solicitation allows contractors flexibility to propose additional labor categories beyond the three initially specified roles if they can demonstrate performance enhancement capabilities.
