About this file
This document is a Questions & Answers (Q&A) list for solicitation 19KZ1025Q0014, a federal contract opportunity for Alumni Advisory Boards in Kazakhstan. The Q&A provides critical details about contractor requirements, including staffing, language skills, meeting logistics, and personnel expectations. Key points include: contractors must propose sufficient staffing to conduct quarterly meetings in five regions, with key personnel required to communicate professionally in English and operational staff needing proficiency in Kazakh and/or Russian. The government anticipates at least one in-person meeting per region quarterly, and contractors are responsible for securing meeting venues. The government will not provide bulk alumni contact lists due to privacy regulations but will facilitate communication. Contractors may propose additional labor categories beyond the initial three if they can demonstrate performance enhancement, and while signed Letters of Commitment for key personnel are preferred, they are not mandatory at this stage.
