About this opportunity

The Defense Threat Reduction Agency (DTRA) is seeking Advisory and Assistance Services (AAS) for its Strategic Integration (SI) Directorate through an unrestricted competitive procurement. The contract will support DTRA's Combat Weapons of Mass Destruction (CWMD) and Information Resilience Office (IRO) missions by acquiring subject matter expertise for integrated professional support services. The procurement will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract with both Cost-Reimbursement and Firm-Fixed-Price line items, structured with a five-year ordering period. All potential offerors will be required to submit an Organizational Conflict of Interest (OCI) Disclosure Document, which will be detailed in the Request for Proposal (RFP) number HDTRA1-24-R-0057. The formal solicitation is expected to be released in December 2024, with proposals due by February 20, 2025, and contract award anticipated no later than May 2025.

The procurement is an unrestricted competition, meaning all responsible sources may submit proposals, with no specific small business set-aside applied. Large business concerns that are awarded the contract will be required to submit a subcontracting plan for approval prior to award. The contract falls under NAICS code 541990 for All Other Professional, Scientific, and Technical Services, and PSC category R408 for Professional Support: Program Management/Support. Individual task orders will be issued against the basic contract, citing one or more line items. While specific award value is not disclosed, the multi-year IDIQ structure suggests significant potential contract value for the selected contractor. The non-commercial services will be delivered through task orders addressing the specific integration and technical support needs of DTRA's Strategic Integration Directorate.
