About this opportunity
The United States Agency for International Development (USAID) in Peru has issued a Special Notice seeking capability statements from local Peruvian entities working in digital democracy and related technological sectors. The notice is part of the Advancing Digital Democracy (ADD) Activity, which aims to strengthen digital governance and protect human rights in Peru's technological landscape. USAID is specifically interested in assessing the capacities of stakeholders who can potentially implement digital transformation initiatives. The opportunity covers a range of sectors including digital democracy, democratic governance, cybersecurity, digital rights, and technological innovation. This Special Notice is not a formal solicitation for proposals, but rather a mechanism to map and understand local organizational capabilities in these critical areas.
Contractors responding to this Special Notice must be legally registered Peruvian entities that are primarily operated and majority-owned by Peruvian citizens or permanent residents. The capability statements are due by January 26, 2025, at 17:00 Lima time and must be submitted in English or Spanish to limasolicitations@usaid.gov, not exceeding two pages in Microsoft Word format. The overarching objectives of the ADD program include implementing legal frameworks aligned with human rights, embedding democratic values in digital technology development, and establishing multi-stakeholder coalitions to advance digital goals. Key program activities will involve developing AI and data protection regulations, providing cybersecurity training, establishing a Center of Excellence for Responsible Technology, and supporting digital trade initiatives. Respondents are expected to provide detailed information about their organizational structure, past projects, financial history, management capacity, and technical expertise, with a specific focus on addressing four targeted questions about the program's problem statement and theory of change.
