About this opportunity

The U.S. Army Combat Capabilities Development Command (DEVCOM) C5ISR Center, under the Department of the Army Materiel Command, is conducting market research to inform prototype development efforts that integrate next-generation uncooled thermal sensors into advanced systems. The agency seeks responses from vendors capable of designing complete systems or providing individual capabilities and expertise to integrate Government Furnished Equipment (GFE) lens-less thermal sensors that comply with a forthcoming Interface Control Document. Key objectives include demonstrating Technology Readiness Level 6 or higher through assessment in relevant environments and optimizing proposed systems for low Size, Weight, and Power and Cost (SWaP-C). Evaluation will focus on vendors' existing or modified technologies, relevant electro-optical/infrared (EO/IR) sensor integration experience, innovative solutions with clear timelines, technology maturity assessments, and Rough Order of Magnitude costs for integration and prototype quantities. Responses are due by April 26, 2026 (30 calendar days from the March 26, 2026 posting date), must not exceed five pages, and should be submitted to usarmy.apg.devcom-c5isr.mbx.rti-industry-engagement@army.mil; written questions must be submitted within five calendar days of RFI posting.

This is a Request for Information with no set-aside designation, meaning it remains open to all eligible vendors regardless of business size classification. No incumbent contractors or current contract holders are identified in this pre-solicitation notice. No specific award value or budget range is disclosed at this stage, as the RFI is explicitly stated to be for market research purposes only and does not constitute a solicitation or commitment to award any contract. Interested vendors must possess relevant EO/IR integration experience, provide their CAGE code and business designation, and indicate their facility clearance level and Joint Certification Program (JCP) certification status, as controlled technical details are available only to JCP-certified companies through Attachment 01. The Government has indicated that evaluation results from this RFI may determine whether any forthcoming formal solicitation will be conducted as a full and open competition or as a small business set-aside.

Notice text

The United States Army Combat Capabilities Development Command (DEVCOM), Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center is performing market research to inform future system level requirements and/or prototype development/build efforts which integrate next generation uncooled thermal sensors. The desired systems shall incorporate Government Furnished Equipment (GFE) thermal sensors. These thermal sensors will be compliant with a TBD Interface Control Document and will be lens-less.  The system integrators will need to design an appropriate lens for the application that will interface with the sensors to demonstrate the advanced capability and prove out Technology Readiness Level (TRL) 6+ by being assessed in a relevant environment. Responses including complete systems and/or individual capabilities/expertise listed below are welcome.  Proposed systems should focus on showcasing these advanced sensors in systems that are optimized for low Size, Weight, and Power and Cost (SWaP-C).
