About this opportunity
US Special Operations Command is conducting market research through a Sources Sought notice to identify alternative vendors for continued software and engineering development services supporting the Advanced Threat Warning System (ATWS) fielded detection system and Common Infrared Countermeasure (CIRCM) system, with responses due by September 21, 2026 at 1700 EST.
The Government previously obtained these services from Northrop Grumman and seeks to identify alternative sources, including small businesses, capable of providing equivalent support. Responses must demonstrate specific capabilities and experience in delivering software and engineering development services for ATWS and CIRCM systems and must explain how services would be provided without access to Northrop Grumman technical data and software. This is strictly market research to inform acquisition strategy; no contract award will result from responses to this notice, and interested parties must respond separately to any formal solicitation subsequently issued.
The requirement is tentatively assigned NAICS Code 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) with a small business size standard of 1,350 employees and PSC Codes R425 (Support-Professional: Engineering/Technical) and AC11 (National Defense R&D Services). Responses must not exceed 10 pages and must include company profile information (name, address, year established, employee count, points of contact, DUNS number, CAGE Code, and business size designation), plus specific capabilities and relevant experience. Submit responses via email to Mr. Chase Brasher at chase.w.brasher.civ@socom.mil.
