About this opportunity

NASA's National Space Science Center has issued a Special Notice for Advanced Textile Custom Development under a sole source procurement to Fabric Development Inc. The opportunity involves specialized textile development services for NASA, with performance to be conducted at NASA Johnson Space Center. The contract falls under NAICS code 313210 for Broadwoven Fabric Mills and will utilize commercial items and services procedures under FAR Parts 12 and 13. NASA has determined that Fabric Development Inc is the sole provider capable of delivering these specialized textile development services, justifying the sole source award under FAR 13.106-1(b)(1)(i). The procurement involves two distinct tasks focused on custom modification of Orthofabric materials using advanced polytetrafluoroethylene yarn systems.

The primary objective of this Special Notice is to inform the contracting community of NASA's intent to proceed with a sole source award while providing an opportunity for other organizations to demonstrate their capabilities. Task 1 requires custom modification of Orthofabric's face side using higher denier expanded polytetrafluoroethylene yarn up to 850 denier, woven with existing Nomex and Kevlar ripstop yarns to produce 25 yards of material. Task 2 builds upon the first task by incorporating up to two electrostatic discharge yarns in a grid or stripe formation, also targeting 25-yard minimum production. Interested organizations must submit their capabilities and qualifications in writing by 4:00 p.m. Central Standard Time on August 7, 2025, with oral communications not being acceptable. The government reserves sole discretion to determine whether to pursue full and open competition based on the responses received. Organizations responding must demonstrate their ability to perform the specialized textile development work outlined in the attached Statement of Work.
