About this opportunity
The Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake intends to procure research, development, test, and evaluation (RDT&E) services from Northrop Grumman Innovation Systems (NGIS) for advanced technology insertion and integration of weapon systems. The procurement will focus on design, development, technology demonstrations, and system improvements for multiple weapon platforms including AARGM, MSST, LRL, HSSW, VLRM-AB, AIM-9 Rocket Motors, and various fuze systems. Contractors must be certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information (CUI) and must submit a capability statement referencing solicitation number N6893625R0013 within 15 days of the April 1, 2025 publication date. The written response must demonstrate the firm's experience, assets, background, and ability to perform required work without compromising quality, accuracy, reliability, and schedule. Interested firms must provide a comprehensive capability statement that shows competency in technology demonstration, product improvement, system integration, mission analysis, and military utility assessment.
This pre-solicitation notice is not a competitive proposal request and is specifically targeted at Northrop Grumman Innovation Systems for non-competitive procurement. The contract falls under the Engineering Services NAICS category (541330) and National Defense R&D Services PSC category (AC13), indicating a specialized technical engagement. Contractors must have a single point of contact per CAGE code who is listed as the Data Custodian on the DD 2345 and approved by the Defense Logistics Agency. The opportunity requires contractors to coordinate with their CAGE code's Data Custodian POC to request CUI access, with final access contingent upon approval through the Joint Certification Program. While specific award values are not disclosed, the scope suggests a significant technical services contract focused on advanced weapon system technology development and integration for the Department of the Navy.
