About this opportunity
The Naval Air Warfare Center Weapons Division (NAWCWD) at China Lake intends to procure Research, Development, Test, and Evaluation (RDT&E) services from Northrop Grumman Innovation Systems (NGIS) using a non-competitive procurement approach under FAR 6.302-1. The services will focus on technology development, design, and integration for various weapon systems including AARGM, BTERM, MSST, LRL, X-51 Robust Scramjet, and multiple rocket motor and fuze systems. Contractors interested in this opportunity must submit a written capability statement referencing solicitation number N6893625R0013 within 15 days of the publication date, demonstrating their experience and ability to perform the required work. Potential contractors must be certified through Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information (CUI) and have a single point of contact approved by the Defense Logistics Agency. The capability statement should clearly articulate the firm's background, assets, and capacity to execute the work without compromising quality, accuracy, reliability, or schedule.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The work is categorized under NAICS code 541330 for Engineering Services and PSC code AC13 for National Defense R&D Services. While no specific award value is mentioned, the contract appears to be focused on advanced technology insertion and integration for complex weapon systems, suggesting a potentially significant investment. The procurement is specifically targeting Northrop Grumman Innovation Systems as the sole source contractor, with the work to be performed at the China Lake facility. Contractors must navigate specific certification requirements, including obtaining DD 2345 approval and coordinating with their CAGE code's Data Custodian to access CUI, which adds a layer of complexity to the potential bidding process. The opportunity spans multiple technology domains, including mission analysis, concept of operations development, and military utility assessment for various advanced weapon systems.
