About this opportunity

The Naval Air Systems Command's Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking engineering services to support the Advanced Technology Development Department's Airborne Anti-Submarine Warfare (ASW) systems. The procurement will focus on comprehensive engineering support across administrative, business, engineering, IT, logistics, and program management functions for naval air platforms. Contractors must be capable of supporting legacy and new mission avionics, sensors, subsystems, and systems, with technical expertise spanning areas like ASW acoustic/non-acoustic systems, information processing, communications, flight systems, mine countermeasures, radar, and electronic warfare. A TOP SECRET/SCI facility clearance is mandatory, and the government will evaluate responses to determine small business set-aside potential and refine the final Request for Proposal (RFP). Potential contractors must submit their sources sought responses by March 17, 2025, at 4:00 PM EST to the designated contract specialist.

The contract will be a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) mechanism with current incumbents including Aviation Systems Engineering Company (current contract value $94.8M) and Eagle Systems Inc. (current contract value $22.1M). The anticipated contract will encompass 3.58 million hours of effort, with approximately $7.9 million annually allocated for materials and $2.1 million for travel, with work predominantly occurring at government sites in Patuxent River, MD, and Crane, IN. The procurement is categorized under NAICS code 541330 Exception 1 (Engineering Services) and is expected to commence in Q4 FY26, with a contract period covering five base performance years plus a potential six-month extension. Approximately 90% of work will be performed at government locations, and the total contract will involve 74 distinct labor categories ranging from apprentice to senior-level professionals across various engineering and technical disciplines.
