These responses are requested to help the Government understand the position of industry related to each topic and craft the best possible solicitation. The Government does not intend to provide a direct response to the inputs provided. Please limit the response to no more than 8 pages.

TOPIC A:

The Government is considering the structure of this requirement to be a Single Award Indefinite Delivery Indefinite Quantity type contract over the issuance of a C-type or F-type (Task Order(s) issued under a Multiple Award Contract) contract with the utilization of Technical Direction Letters to maintain appropriate management of individual projects, customers, funding, etc. The Government would appreciate feedback on the proposed contract type and any examples of where these contract types did or did not work well for historically similar scale and complexity of requirements.

This includes the inclusion of additional, combining, or derivative labor categories that industry believes will be advantageous to industry and the Government in the ability to recruit and retain the required technical expertise to execute the requirement.

TOPIC B Company Response:

TOPIC C:

The Government is open to considering the utilization of existing Government Wide Acquisition Contracts (GWAC) and other agency strategic sourcing vehicles. Industry is encouraged to identify potential alternative acquisition approaches. If you are currently an awardee on an existing GWAC including SeaPort / strategic sourcing vehicles, please identify the contract vehicle, the NAICS code of that vehicle, and your size standard under that vehicle.

TOPIC C Company Response:

TOPIC D:

The Government is seeking industry input to support the development of the cost proposal requirements. Specifically, the Government is requesting industry provide anticipated contract management activities that would NOT be covered under the proposed indirect rates. The purpose of this request is to ensure the Government is adequately accounting for those overarching management activities in the labor categories, skill levels, and level of effort hours in addition to those required for the direct technical project work. Additionally, the Government is open to other suggestions from industry on how these aspects should be addressed in the RFP both technically and from a cost prospective, for example “Should we allow the Contractor to propose their own labor mix and hours based on background information versus having the Government provide the mix and hours?”

For planning purposes, the Contractor may expect an average of 11 task orders per year, no less than 22 annual task orders active and concurrent after the first year, all distributed among OM&N, RDT&E, NWCF, APN, OPN, and other appropriations categories.

TOPIC D Company Response:

TOPIC E:

The Government is seeking input on SOW Section 3.1.2.3. with regards to the reasonableness of the size and security requirements of the meeting support space and the driving distance mileage from NAS Patuxent River.

TOPIC E Company Response:

The Government wants to understand if there are any barriers prohibiting competition within Industry with respect to this procurement.

TOPIC F Company Response:

TOPIC G:

The Government is considering the use of alternative contracting approaches for this requirement. Specifically, the Government is considering the application of procedures under DFARS Subpart 270.1 - Pilot Program to Incentivize Contracting with Employee-Owned Businesses to potentially award this requirement without competition. The Government is requesting information whether or not your company satisfies the requirements of a “qualifying business” as defined in 26 U.S.C. 1361(a)(1) for which 100 percent of the outstanding stock is held through an employee stock ownership plan as defined in 26 U.S.C. 4975(e)(7). the Government is also requesting feedback from any party on the utilization of these procedures.
