AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/SOLICITATION FOR ADVANCED SPACE SUIT LAB SUPPORT does the following:

  1. Add the Questions & Answers
  2. Incorporates the updated T&Cs including:
    1. Add 52.222-41 Service Contract Labor Standards (AUG 2018)(41 U.S.C. chapter 67).
    2. Add 52.222-42, Statement of Equivalent Rates for Federal Hires
    3. Add Wage Determination
    4. Remove 52.204-14 SERVICE CONTRACT REPORTING REQUIREMENTS

The due date is extended to January 31, 2020 4:30 PM CST.

THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/SOLICITATION FOR ADVANCED SPACE SUIT LAB SUPPORT.  Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued.

The purpose of this amendment is to do the following:

  1. Extend the response due date to January 24th, 2020, 4:30PM Central Time.
  2. Extend the due date for contractual and technical questions to January 10th, 2020, 4:30PM Central Time.

The due date for receipt of offers is extended to January 24th, 2020, 4:30PM Central Time.

Companies shall provide the information stated in the synopsis/RFQ posted on the beta.SAM.gov on December 16th, 2019. Documents related to this procurement are available over the Internet.  These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued.

The solicitation number 80JSC020R0024 and is being issued as a Request for Quotations (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101.

The Contractor will provide technicians and engineers for the JSC Space Suit and Crew Survival Systems Branch. JSC requires the technicians and engineers to maintain the existing, NASA-owned advanced space suit components and assemblies; maintain the laboratories and support hardware for both the Advanced Suit Laboratory (ASL) and the Exploration Pressure Garment Subsystem (xPGS) Flight Processing Laboratory; support prototype Extravehicular Activity (EVA) systems hardware components, support elements, and functional and low-fidelity mockups and/or softgoods items, as required, for use in manned suited test activities; support the development, testing, training, and flight processing in the xPGS Flight Processing Laboratory for the International Space Station (ISS) demonstration of advanced space suit technologies.

Offerors shall provide the information required by FAR 52.212-1 (OCT 2018), Instructions to Offerors-Commercial Items. Addenda to FAR 52.212-1 has been added, please see the T&Cs.

Please see the T&Cs for the Evaluation Criteria.

All offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, Alternate I, or complete electronic annual representations and certifications at SAM.gov with its offer.

FAR 52.212-4 (OCT 2018), Contract Terms and Conditions-Commercial Items is applicable.  Addenda to FAR 52.212-4 has been added, please see the T&Cs.

FAR 52.212-5 (OCT 2019), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable. Please see the T&Cs for the identified clauses are incorporated by reference.

Responses to this combined synopsis/solicitation must be received via email to Kelsey Klinger at kelsey.j.klinger@nasa.gov and Shine Lin at shine.lin@nasa.gov no later than 4:30PM Central Standard Time on January 3rd, 2020.  Responses should include the solicitation 80JSC020R0024.

All contractual and technical questions must be in writing (e-mail) to Kelsey Klinger at kelsey.j.klinger@nasa.gov no later than 4:30PM Central Standard Time on December 20th, 2019.  Telephone questions will not be accepted.
