Statement of Work Advanced Space Suit Laboratories Support
SCOPE AND DELIVERABLES:
The technicians and engineers who support the Space Suit and Crew Survival Systems Branch (EC5) at Johnson Space Center are responsible for maintaining the existing, NASA-owned advanced space suit components and assemblies; maintaining the laboratories and support hardware for both the Advanced Suit Laboratory located in Building 34, and the Exploration Pressure Garment Subsystem (xPGS) Flight Processing Laboratory located in Building 10; fabricating prototype EVA systems hardware components, support elements, and functional and low-fidelity mockups and/or softgoods items, as required, for use in manned suited test activities; supporting the development, testing, training, and flight processing in the Exploration Pressure Garment Subsystem (xPGS) Flight Processing Laboratory (Building 10) for the International Space Station demonstration of advanced space suit technologies. The technicians and engineers also support test activities involving one or more of the existing NASA-owned legacy suits, manned and unmanned, and are responsible for resolving any real-time issues with the suit hardware (e.g., sizing, hardware interfaces, cooling/breathing/communications hardware, etc.) as required. Test activities include basic suit and glove hardware interface tests, subject fit-checks, and full-scale suited runs with multiple test subjects at any suit compatible test facility or analog to include, but not limited to the Active Response Gravity Offload System (ARGOS) in the Space Vehicle Mock-up Facility, the Planetary Analog Test Site, the Neutral Buoyancy Laboratory, the Reduced Gravity Aircraft, the Space Suit Systems Laboratory, and human-rated vacuum and thermal/vacuum chambers. Figure 1 gives an outline of the xPGS Demo development for reference.

I. Suit and Facility Maintenance and Operations Provide operational support, engineering expertise and perform all required maintenance, inspections, and calibrations, certifications and test for all hardware and softgoods in the Advanced Suit Laboratory (ASL, located in B34) and the xPGS Flight Hardware Processing Laboratory (B10), as needed. All work will comply with JSC Safety, Health, and Environmental policies and the contractor’s safety and health plan.
Effort includes, but is not limited to, the following tasks:
A. Suits and gloves inspection, maintenance, check out procedures, and operation per approved laboratory documentation
a. Includes suits under the purview of the ASL, such as but not limited to: Mark III Advanced Space Suit Technology Demonstrator, REI-Suit, modified ZEI-Suit, EM-ACES, Demonstrator Suit, Z-1 Suit, Z-2 Suit, and Z-2.5.
b. Includes 4000 Series gloves and Phase VI gloves resident in the ASL; adjustable boots and gloves; advanced gloves such as Flagsuit gloves, Final Frontier Design gloves, High Performance EVA Gloves; and heritage prototype gloves.
c. Includes all helmets and helmet wedges that interface with the suits listed
B. Suit and glove-related ground support equipment (GSE) and test support equipment (TSE) maintenance and operation
C. Laboratory facility and general tool maintenance, logistics, and operation
D. Updating the suit and facility maintenance logs per approved laboratory procedures E. Providing inputs to update space suit documentation as required
F. Support in-house design, fabrication and test of space suit softgoods components, and mock-up fabrication
G. Participate in NASA required safety and technical training programs to ensure and maintain current technician and suit engineer status and certification
a. Including Cardio-pulmonary resuscitation (CPR) training H. Machining and fabrication of components in support of suit and facility maintenance and operation
I. Support Public Affairs Office (PAO) needs and laboratory tours J. Fabrication/Assembly of GSE systems K. Perform routine procedures for maintaining GSE currency (e.g. Inclusive of, but not limited to test stand sampling and calibration) if necessary. Includes:
a. PGA test stand
b. Low Pressure Outlet (LPO) K-bottle manifold
c. Portable Cooling Box (PCB)
d. Breathing Air System
e. Structural and Leakage Test Rig
f. Cooling Cart
g. Suit donning stands NOTE: Both uncontrolled and controlled units of GSE are operated and maintained.
L. Participating in monthly Advanced Suit Laboratory anomaly reviews (ARM) M. Notifying Facility Manager of outstanding facility maintenance issues N. Performing in both uncontrolled and controlled hardware paradigms
O. Processing of xPGS controlled hardware for design verification testing, qualification testing, training, and flight P. Ability to provide surge capacity to support laboratory and suit operations, as needed.
Q. Working with the Laboratory Operations Manager, an engineer in the EC5 advanced suit team, to manage and prioritize the tasks of suit technicians supporting the team.
Deliverable:
Current technician training records; paperwork documenting GSE currency; current suit logs; completed Task Preparation Sheets (TPSs)
II. Suit Test Support
The Pressure Garment team has a series of 1-g, neutral buoyancy, and gravity off-loaded tests to be planned and performed. The majority of the test will be performed in the JSC Advanced Space Suit Development Laboratory (B34), Anthropometrics and Biomechanics Facility (ABF, B15), Space Vehicle Mock-up Facility (SVMF, B9), the Neutral Buoyancy Laboratory (NBL) [at the Sonny Carter Training Facility (SCTF)], and ARGOS.
Effort includes, but is not limited to, the following tasks:
A. Coordinating with the NASA laboratory operations manager to identify, prioritize and schedule activities.
B. Coordinating with NASA test lead for each identified test.
C. Supporting development of test plans and Test Readiness Reviews (TRR) packages.
D. Supporting TRR.
E. Scheduling equipment, facilities, and test subjects (as applicable).
F. Supporting test runs (may require technician support in addition to a suit test engineer).
G. Supporting generation of test report per JSC Crew and Thermal Systems Division (CTSD) standards.
H. Supporting xPGS Demo and integrated testing during design verification testing.
I. Supporting xPGS Demo and xEMU Demo qualification testing.
J. Supporting approximately 300-400 hours of testing for the Health & Human Performance Directorate suit tests each year.
K. Ability to provide surge capacity to support suit test schedule as needed.
Deliverable: Test documentation support includes, but is not limited to, review or preparation of test subject data files, test plans, test readiness report (TRR) packages, test schedules, test reports, and completed TPSs.
III. Engineering support
Provide appropriate engineering technical expertise required to produce drawings and schematics, obtain proper test system approvals (pressure systems, etc.), provide input on safety hazards, test facility capabilities and limitations, and suit design for all phases of test activities (i.e. test planning and document preparation through test completion per WI-EA-024). Also provide appropriate engineering technical expertise required for the maintenance and operations of all NASA legacy developmental suits, suit-related, test-specific, and facility hardware and/or support equipment and mock-up design/fabrication as required.
