About this file

This is a Synopsis for a federal contract solicitation issued by the National Highway Traffic Safety Administration (NHTSA) under the U.S. Department of Transportation. NHTSA intends to issue a Full and Open Competition solicitation for multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts to support the Electronic Systems Safety Division. The work supports research, testing, and analysis of vehicle electronic subsystems and safety technologies.

The scope of work encompasses a wide range of research and technical support services related to vehicle safety, including planning and conducting vehicle safety research studies; testing and evaluation of Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS); simulation and modeling of vehicle systems and driver behavior; vehicle component testing and functional safety assessments; on-road testing and naturalistic driving studies; safety impact assessments and data analysis; cybersecurity research and evaluation; and application of artificial intelligence and machine learning to vehicle safety. Offerors may propose to support one or more identified research areas and are not required to qualify in all areas. The applicable NAICS code is 541380 – Testing Laboratories and Services. Work must be performed at contractor facilities located within the continental United States. The anticipated period of performance is 60 months, consisting of one 36-month base period and one 24-month option period. Task orders issued under the IDIQ may utilize Firm-Fixed-Price (FFP), Cost-Plus-Fixed-Fee (CPFF), or hybrid contract types combining FFP and CPFF elements. The Government anticipates releasing the solicitation in December 2026 and making awards in advance of the February 2027 performance start date.
