About this opportunity

The United States Air Force (AFLCMC/WNR) is conducting market research via Sources Sought Notice to identify contractors capable of developing, integrating, and producing a scaled-down version of the Advanced Radar Threat System–Variant 3 (ARTS-V3 Subscale) by July 31, 2026, with anticipated contract award in May 2027. This is a sources sought notice for market research only; responses will not be treated as proposals and no contract award or payment will result from this notice.

The Government anticipates a production volume between 0 and 60 subscale X-band and C-band systems with indeterminate quantities of each. Place of performance involves design, integration, and manufacturing of a palletized, trailer-mounted platform transportable via C-130 aircraft and commercial highways.

The core requirement is a subscale AESA radar system with configurable X-band and C-band transmitter and receive subarrays integrated onto a common trailer chassis supporting 4 to 32 AESA tile configurations, motorized pedestal with elevation and non-continuous azimuth rotation, and on-board power and cooling. Security architecture must support classified data storage up to SECRET level with data-at-rest protection, physical access controls, tamper detection, and memory sanitization per NIST SP 800-88. Respondents must develop a SysML model in Cameo NoMagic and deliver a Production Level Technical Data Package per MIL-STD-31000B.

The Government has identified six significant constraints: proprietary data rights limitations (full data rights unavailable until Q3 FY28 for X-Band and Q2 FY29 for C-Band), multi-party integration with Aviation and Missile Systems, Georgia Tech Research Institute, and Space Dynamics Labs, hardware and software reuse from ARTS-V3 baselines, cost duplication avoidance, schedule risk mitigation, and alignment with a unified Family of Systems sustainment strategy. Capability statements must address integration without proprietary data access, credible schedules with major milestones (CDR, TRR, PCA), past performance on ground-based AESA radar systems within five years, Model-Based Systems Engineering competency demonstrated to DoD within three years, and software configuration management ensuring 100% software commonality with parent system block upgrades. NAICS 334511 applies.

Notice text

The United States Air Force (USAF), AFLCMC/WNR, has a requirement to develop, integrate, and produce a scaled-down version of the Advanced Radar Threat System-Variant 3 (ARTS-V3), referred to as the ARTS-V3 Subscale. This system will provide a mobile high-fidelity threat simulator to increase threat density on test and training ranges. The Government currently estimates a total production volume between 0 and 60 subscale X and C band systems, with an indeterminate quantity of each.
This Sources Sought Notice is issued for the purpose of conducting market research to identify potential sources capable of satisfying the requirement and to determine if any other sources can overcome the significant technical, schedule, and cost constraints outlined in Section 2.

The Government does not intend to award a contract based on this sources sought or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although "proposal" and "offeror" may be used in this document, your response will be treated as information only. It shall not be used as a proposal.
