About this opportunity
The Defense Logistics Agency Land and Maritime is seeking advanced research and development services for the Advanced Microcircuit Emulation (AME) program, focusing on developing, validating, and transitioning capabilities to produce microcircuits no longer available from industry. The primary objectives include reverse-engineering, design, fabrication, manufacture, and testing of specialized microcircuits for Department of Defense (DoD) customers. The solicitation will be released on February 21, 2025, through the DIBBS website, with proposals due by March 25, 2025. The government intends to procure this requirement through a sole source procurement under U.S.C. 3204(a)(1), specifically targeting SRI International as the sole negotiating partner. Despite the sole source intention, the agency indicates that all responsible sources may submit a capability statement or proposal for consideration.
The pre-solicitation notice indicates this will be a five-year base contract with one four-month option period, categorized under NAICS code 541715 for Research and Development in Physical, Engineering, and Life Sciences. There are no specific set-aside designations for this opportunity, and the contract will ultimately transition developed capabilities to the Generalized Emulation of Microcircuits (GEM) program under contract SPE7MX-24-D-0030 for limited production status. The PSC category is R425, covering Professional Engineering/Technical Support services. While specific award values are not disclosed, the program's focus is on creating microcircuit production capabilities for critical DoD technology needs, with an emphasis on reverse engineering and technical validation of emulation techniques.
Notice text
The purpose of Advanced Microcircuit Emulation (AME) research and development (R&D) efforts is to develop, validate, qualify and transition the capability to produce microcircuits which are no longer available from industry. This includes reverse-engineering, design, fabrication, manufacture and testing of microcircuits, as well as projects which develop capabilities to produce specific types of microcircuits. The AME program also validates developed AME F3I reverse engineering to a point suitable for transition to the Generalized Emulation of Microcircuits (GEM) program. Once a capability is ready for production, it is transitioned via contract modification to the GEM program for continued DLA L&M management, including library maintenance and limited production. The GEM program, Contract SPE7MX-24-D-0030, physically puts the capabilities developed under AME into limited production status for DoD customers.
A five-year base contract with one four-month option period is contemplated.
The solicitation will be available on or about February 21, 2025, at https://www.dibbs.bsm.dla.mil/rfp/. The solicitation will be made available upon request to small business concerns.
The Government will procure this requirement in a sole source procurement under the authority of U.S.C. 3204(a)(1). The Government will only negotiate with SRI International. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency.
