About this opportunity

The Federal Bureau of Investigation (FBI) has published a Special Notice of Intent to Award a sole-source contract to Advanced Instruments, LLC for laboratory instrumentation services. Posted on March 6, 2026, with a due date of March 17, 2026, this announcement constitutes the only public notice that will be issued regarding this procurement. The contract is valued as a one-year firm-fixed-price commercial services agreement with four exercisable option years. Advanced Instruments, LLC, headquartered in Norwood, Massachusetts, is the sole-source provider selected for this procurement. The relevant NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), and the PSC code is 6640 (Laboratory Equipment and Supplies).

The FBI intends to procure an Artel MVS Advanced Care Plus BIO Service Agreement to support the agency's DNA laboratory operations and compliance with FBI Quality Assurance Standards (QAS). The service agreement encompasses annual calibrator plate recertification, preventative maintenance services, travel costs, and one-year extended warranty coverage for three instruments used in DNA sample processing and analysis. Advanced Instruments, LLC has been identified as the sole-source provider because it manufactures and exclusively controls the MVS instrument validation services, with no authorized resellers or third-party vendors capable of delivering equivalent MVS-500 instrument validation services. The on-site preventative maintenance service includes lamp and bulb replacement, operational qualification, reverification, and release testing to ensure unit compliance. Interested parties should note that justification for the sole-source award is available upon request, and monitoring of procurement announcements is the responsibility of prospective contractors.
