About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking instruction services for an Advanced Horsemanship Course (AHC) to support the 3rd U.S. Infantry Regiment "The Old Guard" at Joint Base Myer-Henderson Hall. The services are categorized under NAICS code 611620 (Sports and Recreation Instruction) and PSC code U099 (Education/Training–Other). The primary objective is to provide training for the Caisson Detachment to prepare horses for state funerals, ceremonies, and other official duties, including work in traces pulling the Caisson wagon. Prospective contractors should be prepared to demonstrate relevant horsemanship instruction experience, business qualifications, and small business certifications. Interested parties must submit responses to the sources sought notice by 10:00 A.M. Eastern Time on February 15, 2026, directed to LTC Paul Kilgore and Major Tavon Cooper, with submissions including SAM Unique Entity ID, CAGE code, relevant experience details, and recommendations for improving contract structure.

This is a total small business set-aside contract, meaning only small businesses are eligible to compete. The Army intends to award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 48-month performance period. Live Oak Plantation Combined Driving is identified as the potential incumbent or preferred contractor for this sole-source award. While specific budget or award values are not disclosed in the sources sought notice, the four-year performance timeline and specialized nature of advanced horsemanship instruction suggest a significant training engagement. This pre-solicitation notice does not constitute a formal solicitation and does not guarantee future contract opportunities, but it invites industry feedback on the contract approach and competition structure.
